OSP Construction Project Manager – Fiber Deployment to Data Centers

About the Role
TEKsystems is seeking an experienced OSP Construction Project Manager to lead the planning, coordination, and execution of outside plant (OSP) fiber deployment to data centers. This role is critical in managing the full lifecycle of fiber infrastructure projects—from underground conduit systems to the data center handoff—while ensuring compliance with utility regulations and industry standards. Acting as an Owner’s Representative, the ideal candidate will have a proven track record managing OSP fiber construction in the field. Candidates with a strong utilities construction background will also be considered. This is not an inside plant role.
Responsibilities
+ Oversee all aspects of OSP fiber construction, including trenching, boring, conduit placement, and fiber installation.
+ Coordinate with utility companies to ensure proper fiber routing and infrastructure integration.
+ Manage vendors and subcontractors, ensuring alignment with utility regulations and OSP standards.
+ Monitor construction progress, quality control, scheduling, and cost tracking.
+ Resolve issues related to fiber pathway routing, permitting, and regulatory compliance.
+ Prepare and present detailed reports to project stakeholders.
+ Review and verify utility-related submittals, RFIs, change orders, and pay applications.
+ Maintain professional communication with data center operators, utility providers, and engineering teams.
Qualifications
• Minimum 3 years of hands-on experience managing OSP fiber deployment projects—including underground construction and utility coordination.
• Alternatively, strong background in utility construction with experience in fiber or telecom infrastructure.
• Deep understanding of OSP construction methods, permitting processes, and compliance with utility standards.
• Proven ability to manage vendors and utility relationships in the field.
• Proficiency in cost tracking, scheduling, and issue resolution.
• Excellent written and verbal communication skills.
• Ability to work independently and collaboratively in a fast-paced, field-based environment.
• Preferred but optional: Bachelor’s degree in Construction Management, Civil Engineering, or a related field.
Pay and Benefits
The pay range for this position is $60.00 - $70.00/hr.
