    Job Description

    Under supervision of Iowa HHS' Division of Behavioral Health's Director, will direct oversee and provide executive-level policy analysis to address behavioral health issues. Will advise consistent with the Department’s role as the State Mental Health Authority, State Substance Use Authority, Medicaid State Agency and Public Health entity. Serve as a member of the Division of Behavioral Health leadership team, provide functional oversight, guidance, and management of a wide range of projects and initiatives.

    Responsibilities:

    Advise and direct behavioral health service system statewide planning to ensure consistent connections between strategies, tactics, and clinical practice. Guide the development of accompanying priorities, goals and objectives; policies, procedure, and protocols; public information resources; clinic best practices guidance and professional development; data sets, reporting, and analysis; trend surveillance; performance measures; evaluation methodologies; implementation time frames; and communication plans.

     

    Maintain a fulsome awareness of current behavioral health systems development through analysis and incorporation of information from a broad range of clinical and governmental resources. Collaborate with a wide range of HHS executive and leadership team members around organizational goals, direction of services, prioritization of effort, and resource allocation to provide high quality, effective and efficient behavioral health services and supports to Iowans. Serve as Iowa's SOTA, leading and coordinating efforts via multiple funding sources including SAMHSA’s Substance Use Prevention, Treatment, and Recovery Services (SUPTRS) block grant, State Opioid Response grants, Opioid Data to Action grants, and opioid settlement funds.

     

    Serve as lead for provider reporting and patient access to Methadone.

     

    Provides daily functional oversight and support for grant and program managers of opioid related funding and activities.

     

    Coordinates with Behavioral Health and Public Health epidemiologists for all opioid-related information collection and data flow for federal grants.

     

    Assure the alignment of Iowa's opioid strategic plan and all of Iowa's opioid-related grant activities with the behavioral health service system statewide plan, avoiding duplication of effort and supporting financial and operational efficiency.

     

    In collaboration with the State Medical Director, develop and act on strategies, tactics to address the opioid epidemic such as: recruitment buprenorphine-waived physicians; adoption of CDC responsible opioid prescribing practices; integration of opioid use screening and intervention in primary care settings; overdose prevention; enhancement of opioid prevention; and targeted development treatment, crisis, and recovery support services.

     

    Identifies and disseminates evidence-based practices and conducts training with internal and external audiences.

     

    Serve as the Departments opioid subject matter expert on legislative requests for information and meetings pertaining to opioid and as the Department's representative for all media related requests on opioid issues. Leads and assures linkage with community coalitions and similar stakeholders, participating directly in local forums and events when indicated. Establishes self and Department as the State’s subject matter expert on Iowa opioid use data and initiatives.

     

    Develop or direct the development of fulsome policy recommendations for HHS executive leadership on programmatic, technical, or process related topics to inform the implementation of improvements and/or necessary adjustments and to help ensure successful implementation of initiatives.

     

    Drafts or directs the drafting of internal procedures for improving coordination between staff, keeps employees informed of goals and objectives, and ensures that new or revised procedures are implemented; works to maintain/improve relationships with internal agency components, community groups, and other state, local, or federal agencies.

     

    Build and maintain connection with businesses, interest groups, and other public/private organizations through written business communications (reports, letters, memos, and position papers) and makes oral presentations.

     

    Serve in a leadership capacity as a key clinical subject matter expert in activities that involve representatives from the community, business, politics, and service providers.

     

    Seek and synthesize input from professional organizations and boards, associations, health care providers and professionals currently in practice to better inform policy recommendations.

     

    Collaborate and coordinate with other State agencies related to behavioral health, including but not limited to: Department of Corrections, Department of Education, Department of Public Safety and Department of Administrative Services.

    980 Strategic Planning6 months’ experience, 12 semester hours, or a combination of both. Generally, an administrative position (mid to upper level of the management team) is assigned this as one function of their overall job. However, there are some specialists who deal only in strategic planning. Some colleges and universities may now carry this as a major or area of emphasis as part of their business administration or public policy programs. For experience to count, the applicant must have had the responsibility either for coordinating or developing the organization's strategic plan. Sometimes an administrative assistant type is responsible for a lower level of coordination, i.e., distributing information to managers, collecting what they develop, and putting it into one document; that is not what is sought here. This has to be experience to the point that the individual knows the following: • What a good strategic plan looks like • How to prepare a plan • How to monitor progress and ancillary planning • How to speak knowledgably for the organization about the plan

    AND

    663Substance Abuse Programs6 months’ experience, 12 semester hours, or a combination of both in prevention programs, clinical substance abuse, or preventative abuse (counselors, treatment workers) that includes: • Applicants who develop and/or present programs designed to inform a population on the use, abuse, and dependency of alcohol or other drugs. • Initiation, design and/or review of education curriculums, which include alcohol/drug, related information (pharmacology, reasons for use, chemical dependency, etc.). • Presentations to professionals, community organizations, youth in school, on chemical dependency. • Preparation of media campaigns, including newspaper articles and public service announcements on prevention of substance abuse. • Training of youth, parents, and professionals in assertiveness training (“saying no” strategies), communication skills, assertive discipline, decision-making, peer helping, employee assistance programming, and/or student assistance programming. • Consultation with community organizations or other human service providers to develop prevention programming. • Provide OWI classes to first-time offenders. • Inform the public of the effects of chemical dependency on families.

    AND

    656 Social Work• 6 months’ experience as a Social Worker or 6 months’ experience in the following areas: • Activities Specialist (in a therapeutic capacity) • Youth Counselor • Treatment Program professionals • Psychologist and Psychology Assistant • Drug Abuse and Correctional Counselor • Probation/Parole Officer • Vocational Rehabilitation Counselor • School Counselor

    OR

    397Mental Health6 months’ experience in providing service, treatment or assessment to those affected by mental health challenges, either in a private setting, group homes, local assistance agencies, or state or privately-run treatment institutions. Application must demonstrate that applicant has received a general orientation to the symptoms and treatment protocols for mental illness or public policies, procedures, or applicable laws related to the topic, or assistance programs for those affected by mental illness. Experience may come from public, private or non-profit organizations.

     

    Minimum Qualification Requirements

    Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

    + Graduation from an accredited four-year college or university with a degree in any field, and experience equal to six years of full-time professional-level work in program administration, program development, program operations, or management.

    + A total of ten years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.

    + All of the following (a, b, and c):

    + a.) Four years of full-time professional-level work experience in program administration, program development, program operations, or management; and

    + b.) A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and

    + c.) A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, public health, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

    + Current, continuous experience in the state executive branch that includes one year of full-time work as an Executive Officer 3 or two years of full-time work as an Executive Officer 2 or comparable specific management-level position.
