The Office of Economic Development and International Trade (“OEDIT”) was created to foster a positive business climate that encourages quality economic development through the support of local and regional economic development activities throughout the State of Colorado. A comprehensive slate of programs within OEDIT’s divisions work together to offer economic development services for all Colorado businesses – new and expanding, traditional and emerging, small and large – including retention programs to ensure continued competitiveness of Colorado’s economic base, and job training to keep Colorado’s workforce the best in the nation.
Description of Job
The position of Director of Business Support is responsible for strategic planning, direction, management, implementation and evaluation of four major programs within OEDIT: Employee Ownership Office, Minority Business Office, Cannabis Business Office and the Small Business Development Center (SBDC). The director ensures that appropriate systems are in compliance with all legal and regulatory requirements to facilitate the development and delivery of programs and services, policy development, administration and resource development. The Director of Business Support reports to the Executive Director of the Office of Economic Development and International Trade (OEDIT) and serves on the OEDIT Leadership Team.
KEY DUTIES AND RESPONSIBILITIES
+ Management and strategic oversight of the four major programs within the Business Support division:
+ Small Business Development Centers (SBDC)
+ Support and advise the Lead Center SBDC Director on high-level strategic development, budgetary, and staffing decisions
+ Align the SBDC program with the priorities of the Small Business Administration (SBA), the State of Colorado, and the Colorado small business community
+ Oversight of programs established by legislative initiatives
+ Coordinate with state director to achieve increased economies of scale within the SBDC by aligning resources and center development
+ Employee Ownership Office (EOO)
+ Convene an advisory committee to guide the development and strategic direction of the Employee Ownership Office
+ Support small businesses across the state in pursuing employee ownership through outreach, training and succession workshops
+ Minority Business Office (MBO)
+ Oversight of MBO advisory council to support and focus the activities of the MBO
+ Maintain an effective relationship with all minority chambers and advocates throughout the State - including local, state and federal governments
+ Increase the visibility and viability of minority-owned businesses through targeted ecosystem building activities and creation of strategic partnerships
+ Cannabis Business Office (CBO)
+ Oversight of strategy development and execution of the Cannabis Business Office initiatives.
+ Collaborate across all OEDIT divisions, other State agencies and external partners to ensure alignment and coordination of resources and programming to meet the needs of social equity entrepreneurs.
+ Develop and implement the three major components of the CBO for social equity entrepreneurs: loan program, grant program and technical assistance program.
+ Support the development of the Business Support Division staff within OEDIT
+ Promote a culture of high performance and continuous improvement that values learning and a commitment to quality.
+ Mentor and develop staff using a supportive and collaborative approach on a consistent basis
+ Establish and monitor staff performance and development goals, assign accountabilities, set objectives, establish priorities, conduct annual performance appraisals
+ Oversee budget development and monitoring of expenses
+ Oversee a budget of $20M+from diverse funding sources
+ Identify and obtain stable sources of ongoing funding or optimize operations for a reduced funding stream in a post-pandemic scenario.
+ Define performance-based qualitative and quantitative metrics (outcome measures) and measures progress toward achievement and communicates progress.
+ Monitor and evaluate programmatic and operational effectiveness, and determine changes required for improvement.

REQUIRED KNOWLEDGE, SKILLS & ABILITIES
+ Knowledge and demonstrated leadership in economic development at community, state and national level
+ Knowledge of economic data and trends
+ Effective manager capable of directing a large team. Supportive and empowering leader who enjoys working with others and has demonstrated success mentoring team members.
+ Expertise and knowledge in long-range and strategic planning, policy development and fiscal management, fundraising strategies, community and economic development, program development and management, personnel management and public administration
+ Expertise in communicating with diverse public groups and media channels
+ Ability to work effectively with diverse interests through coalition building, community relations and advocacy
EDUCATION AND EXPERIENCE
+ Bachelor’s degree in Business Administration, Economics, Finance or other relevant fields of study
+ 10+ years experience in business, consulting and training
+ Experience as the owner of a relevant small or mainstreet business
Supplemental Information
Salary Range: $145,000 - $155,000 Annually
This position is considered non-classified, which means the position is not part of the Colorado State Personnel System. Therefore, the individual appointed to this position is considered at-will, and is not covered by the State Personnel Rules or the State Classification System. However, this position does come with the same benefits (retirement, insurance, etc.) as every other State employee, and with the same opportunities, pride and passion that comes with working for the great State of Colorado. Even though employment is at-will, non-classified positions have protections against discrimination and retaliation in state and federal employment laws. “At-will” employment means that either the employee or the State may terminate the employment relationship at any time for any reason or no reason, with or without notice or cause, as long as no federal or state law is violated.
A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While all offers are compliant with the Colorado Equal Pay for Equal Work Act, there is no guarantee an offer will be at the top of the posted range based on the salary analysis.
