About the Work Unit
The Executive Director's Office (EDO) is the backbone of the Colorado Department of Public Safety, providing effective administrative and management services to the Department's operating divisions. The EDO includes the following:
+ The Executive Director and Deputy Executive Director – Oversees strategic direction and operations for the department.
+ Administrative Services Office - Provides division and department-level administrative and support functions encompassing accounting, purchasing and contracts, budget, logistics services (fleet, warehousing, material management and fabrication) and property services (property management, leasing, facilities maintenance, construction project management and insurance programs) to support the operations and programs of CDPS divisions.
+ Human Resources Office - Supports recruitment, hiring, evaluation, benefits management, personnel actions, payroll and all other human resources functions.
+ Compliance Office – Manages Departmental Policy, Risk Management, Workers Compensation Program, Workplace Investigations, Internal Auditing, Rulemaking, and ensures compliance with state and federal requirements and the State’s LESO 1033/1122 programs.
+ Colorado Integrated Criminal Justice Information Systems – develops cost-effective information sharing services to provide access for criminal justice agencies while maintaining information security. CICJIS is a collaborative program designed to facilitate information sharing at key decision points in the criminal justice process. There are five participating CICJIS agencies: The Department of Corrections, Judicial, the Colorado District Attorney’s Council, the Division of Youth Corrections, and the Colorado Bureau of Investigation.
+ Office of School Safety – assists local schools and communities to create safe and positive school climates for pre-k through higher education schools in Colorado.
The Administrative Services Office provides internal administrative support to the Divisions within CDPS and include the following sections:
+ Chief Administrative Officer’s office
+ Accounting Services and Commercial Cards led by the Controller
+ Budget and Policy led by the Budget Director
+ Purchasing and Contracts by the Purchasing Director
+ Logistics Services Section led by the Logistics Director
+ Property Services Section led by the Property Services Director
Work Environment
Hybrid (two days in the office minimum) and as needed.

About the Job
Under the direction of the Division Budget Manager, this position will operate as a technical expert in Budget Development, Budget Execution, and Financial Reporting and Analysis. This position reports to the Budget and Policy Analyst IV assigned to the Division. This position will provide technical assistance in the development and submission of the annual budget request to the Department of Public Safety (CDPS) Budget Director, including Decision Items and Supplemental requests. This position will support divisional program staff and budget unit managers by providing training and support in development, monitoring, and management of unit budgets and provide recommendations whenever issues are identified. This position will serve as a technical budget analyst, focused on managing and improving systems used in the development of the Division’s annual budget request by identifying budgetary needs and opportunities. Decisions will be made by the position by determining or developing the best process or method for completing complex tasks. The position will use judgment and resourcefulness in tailoring existing guidelines so they can be applied to particular circumstances and to deal with emergencies.
Key Responsibilities
Division-wide Budget Monitoring
In partnership with divisional budget unit managers, develops, implements, and maintains expenditure and revenue analysis for budget units. Assists budget units in formulating and developing spending plans for unit operating and personal services expenses. Formulates, develops, and implements methods for accurately projecting expenditures. This position acts as the budget manager for CSP centralized budgets to include Employee Moving, Utilities, DUI Processing, Uniforms, HQ phones, HQ Copiers and CSP building leases. Will develop and submit annual budget requests to the E-470 Tolling Authority and the Limited Gaming Commission.
Support Development of New Budget Proposals
Assists the Budget and Policy Analyst IV in the development, analysis, critique, and compilation of new budget requests (decision items, supplemental requests, and capital construction requests) submitted through the chain-of-command to the Governor’s Office and Joint Budget Committee. Position performs analysis of programs within the Colorado State Patrol that may require additional budgetary resources; and composes, either in part or in whole, written analysis to justify additional CSP budget needs to elected officials. Reads and edits budget analysis written by Division staff to ensure clarity and consistency, as well as to ensure the Division presents sound justifications for requests submitted for approval. Position assists with the final formatting, and compilation of formal budget requests submitted to the Department’s Budget Director. As necessary, may draft communications to explain intricacies and details of new budget requests.
Budget Office Approval of Personnel Actions
This position is responsible for certifying on the DPS-5 form that sufficient funds exist and accurate coding is applied to all personnel actions.
Budget Training
This position develops and implements a training program to educate budget unit managers and their staff on budget processes, budget development, and budget management. Training programs must be customizable to the needs of each unique budget unit.
Analysis and Tracking of Fiscal Notes for Special Bills
Assists the Budget and Policy Analyst IV in the distribution, analysis, and tracking of fiscal notes for bills proposed during the legislative session. Reads legislation to determine and make recommendations on the fiscal impact on operations within the Division. Maintains a database of legislative proposals, calendar deadlines, fiscal note requests, department responses, and other similar data. As necessary, may communicate with division staff to gather information needed to prepare the fiscal note.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Proven Experience, Knowledge, Skills
Seven (7) years of specialized experience in accounting, finance, budget analysis in a public or private sector management or administration to include budget formulation, execution and analysis.
OR Education and Experience, Knowledge, Skills
A combination of related education, and/or relevant experience that included accounting, finance, budge analysis in a public or private sector management or administration (including budget formulation, execution and analysis). equal to seven (7) years. Current, valid licensure as a CPA by the Colorado Board of Accountancy will substitute for the degree requirement and two (2) years of the required experience.
