Description of Job
This position sets statewide policies and provides technical expertise to state agencies and institutions of higher education related to energy management and sustainability of new and existing state-owned buildings. This includes strategic decision-making regarding energy codes, approving energy and water management plans, setting building life-cycle cost standards, and authorizing high performance certified buildings and energy performance contracts for state agencies and institutions of higher education.
This position is responsible for running the State’s High Performance Certification Program (HPCP) and the Energy Performance Contract (EPC) Program by creating policies, procedures, contracts and associated templates. This position regularly reports to the Governor’s Office and the General Assembly on the State’s energy performance programs and contracts. In addition, this position reviews and recommends to the State Architect controlled maintenance project funding requests. Finally, this position manages the OSA’s energy and environment program staff including GHG Emissions Analyst; Building Materials Tax Analyst and the newly created Floodplain Administrator.
A summary of the duties and responsibilities will include, but are not limited to, the following:
Energy and Water Management
+ Provide technical expertise to state departments and institutions of higher education in improving sustainability of their facilities including reducing their utility costs, and compliance with statute and Executive Orders.
+ Assist state agencies in their decision-making by identifying and recommending strategies to implement their energy and water management plans. This includes analyzing their utility accounts, utility tariff changes, gas suppliers and to use their consumption to recommend where improvements need to be made.
+ Conducts technical reviews and makes recommendations on agency and institution initiatives for renewable energy power systems.
+ Ongoing subject matter expert to the Colorado Energy Office on construction management, state rules and policy interpretation, and historical information.
+ Supports the Greening the Government Council on energy management requirements per executive orders.
+ Assist institutions of higher education to determine their CM five-year plan and the most critical and applicable request(s) for the current year. Projects should be determined based upon the facility audit, recent emergency problems, life/safety concerns, on-going maintenance and operation problems, and if the request affects any program in the agency. This position must have a comprehensive understanding of all of these issues to assist the agency’s decision-making.
Energy Performance Contracts (EPC)
+ Oversee the Energy Performance Contracting process for state departments and institutions of higher education.
+ Support the agencies to determine their potential scope of work, in selecting a professional energy service company (ESCO); investment grade audit (IGA), and energy performance contract (EPC).
+ Review and approve their measurement and verification plans tied to the above services.
+ Coordinate with the Colorado Energy Office to support the appropriate use of energy performance contracts based on the strategic goals of the agency/institution
+ Study and annually report the status of all agencies' energy performance contracts. Verify the OSA process/procedures in the selection, construction, and savings guarantee remain on track.
+ Perform site visits to agencies.
+ Review and analyze EPC measurement and verification reports for actual savings compared to the guaranteed savings requirement.
+ Establish and maintain the EPC program policies, forms, contracts, and the procedures required to meet existing and new legislation and Governor’s Executive Orders.
+ Analyze IGA and EPC contracts, exhibits, schedules, and any associated documents and modify to reflect changes in state statute, Department rules and policies, Executive Orders as well as changes in national EPC accepted procedures, or changes related to OSA construction contract documents.
+ Provide technical decision-making in reviewing, researching, and analyzing issues for the division of Finance and Procurement and the Colorado Energy Office in the procurement of energy supplying vendors, energy consultants, and firms supplying energy-consuming equipment.
High Performance Certification Program (HPCP)
+ Establish and manage the High Performance Certification Program (HPCP) per state statute
+ Sets the HPCP requirements for all agencies and institutions of higher education capital construction projects.
+ Confirms the registration and certification of each project
+ Holds approval authority for all policy modification requests.
+ Holds approval authority for waivers from the State’s High Performance Certification Program
+ Conduct site visits to agencies, confirming compliance with the HPCP
+ Support and make recommendations to the Dept. of Education and the Dept. of Local Affairs on their HPCP process working with local jurisdictions that need to meet OSA's HPCP policy.
+ Annually report to the CDC the final result of all HPCP projects.
Oversight of Buy Clean Colorado, Decarbonizing Building Materials and Water Management Programs and future sustainable legislation
+ As sustainable legislation is introduced and passed, this position analyzes the effect legislation will have on State owned assets thereby making recommendations in bill language. Once legislation is passed, it is the responsibility of this position implementing policy within the confines of other directives. This includes the hiring of employees and direct oversight of their performance.
+ Directly responsible for implementing the Buy Clean Colorado Act policy, including continuous monitoring and revisions to global warming potential limits to meet the strategic goals set in legislation; approving templates and education materials for state employees, consultants and contractors
+ Direct oversight of the compilation and maintenance of the list of eligible decarbonizing materials and the manufacturers of those materials. The final decision of which materials and manufactures is solely the responsibility of this position. This list is provided to the Colorado Department of Revenue (CDOR) for available tax credits to all taxpayers in the State.
+ Responsible for the implementation of the State’s water management reporting to the Governor’s Office; in concert with the agencies making recommendations for continuous improvement.
+ Responsible for the implementation of the Floodplain Management Program. This includes developing policy and procedures; beginning July 1, 2025, will be the site plan approving authority for compliance with FEMA and the Colorado Water Conservation Board for State owned property for all agencies and institutions. Conducting site visits to confirm and approve compliance with approved plans.
Provide technical expertise to all state agencies on energy building codes, energy efficient design, and methods to exceed the minimum design requirements of an energy code.
+ Major contributor to the annual update of the CC/CR/CM instructions and forms sent to OSPB and CDC for approval before distributing to agency and institutions
+ When an agency is attempting to understand a designer’s strategy, this position will be called upon to define how the multiple energy codes, building standards, and other technical standards are applied specific to their project scope.
+ Based on policies developed under this program - contribute to the OSA reporting instructions and requirements that must be met for the annual reporting to the General Assembly.

The exceptional candidate will possess the proven ability or accomplishment in the following preferred qualifications:
+ Previous State Service related to the work assigned to the position
+ Mechanical or electrical engineering studies including HVAC and plumbing trades.
Conditions of Employment:
+ A pre-employment criminal background check will be conducted as part of the selection process.
+ Travel: Visit state agencies as necessary to review controlled maintenance request. Support the agency with their construction projects.
Comparative Analysis Process
The comparative analysis process for this position may consist of a structured application review, an online assessment and a structured interview.
