In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. Formerly a part of the Department of Human Services, the new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024.

_The Title IV-E consultant is responsible for ensuring compliance with and implementation of child placement state and federal laws and Title IV-E eligibility and maintenance & administrative reimbursement/claiming, specifically, of the Title IV-E of the Social Security Act as amended by the Family First Prevention Services Act (FFPSA), Public Law 115-123, 2018._
Responsibilities include:
+ _Supporting and monitoring the delivery of child placement services to ensure a comprehensive child placement system statewide that complies with federal and state laws as they pertain to Title IV-E Foster care, Prevention, Adoption and Guardianship Assistance and Title IV-B regulations._
+ _Assisting with and supporting Title IV-E reimbursement activities at the state level to ensure that fiscal and program requirements are met._
+ Assisting with Title IV-E maintenance reimbursement program at the state level to ensure that Title IV-E fiscal and program requirements as it pertains to FFPSA requirements.
+ Developing and assisting with all aspects of the Title IV-E and Every Student Succeed Act (ESSA) Education Stability requirement for children/youth in foster care placements
Minimum Qualifications
3 years of professional experience in social work with an emphasis on child protection or foster care, or Title IV-E and adoptions:
+ Knowledge of federal and state child welfare foster care and permanency programs, statutes and policies
+ An understanding of child welfare educational training, competencies, and practices
+ Experience in building relationships with child welfare county and tribal agencies
_A master’s degree in social work may substitute for 2 years of experience._
Preferred Qualifications
+ Advanced knowledge of federal and state child welfare foster care and permanency programs, statutes and policies.
+ Variety of experiences working effectively with others from different backgrounds and cultures.
