    In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. The new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024.

    The Intergovernmental Advisory Committee Coordinator provides administrative, consultative and programmatic support and leadership for the Intergovernmental Advisory Committee (IAC). The Intergovernmental Relations Coordinator is responsible for serving as the primary contact for DCYF for gathering and tracking the status of IAC recommendations and bringing forth to the Director of County Relations. The role involves organizing and managing advisory committee activities, ensuring alignment with state policies, and fostering effective partnerships to address shared goals and challenges. This position provides support to the Director by serving as a resource for county relations and engagement to support collaboration and positive relationships with counties and Tribal Nations.

    Responsibilities Include:

    + Provide administrative, consultative, and coordinative programmatic support for the Intergovernmental Advisory Committee (IAC). This includes providing day to day coordination of advisory committee functions, direction, and guidance, and overseeing execution of IAC internal and external workgroups and related functions.

    + Provide leadership and guidance to DCYF Executive Leadership on the Intergovernmental Advisory Committee (IAC) activities, managing the execution of legislative directives and alignment with related cross-agency actions.

    + Provide support to the Director by serving as a resource for county relations and engagement to support collaboration and positive relationships with Minnesota’s 87 counties and Tribal Nations.

    Minimum Qualifications

    _**To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month, day and year for each job held.**_

     

    **Three (3) years of professional experience in facilitation and leadership** within a government agency or public sector organization, including leading an advisory board, task force, workgroups, or collaborative initiatives. Experience must demonstrate:

    + Strong facilitation skills, with the ability to lead discussions, navigate group dynamics, and foster collaboration across diverse stakeholder groups.

    + Knowledge of the federal, state, and local human services laws, rules and regulations as well as current human services issues and merging trends.

    + Coordinating complex projects or events, including maintaining timelines, tracking deliverables, and ensuring follow-through.

    + Fundamentals of management, leadership, and human relations sufficient to maintain ongoing positive relationships with stakeholders.

    + Building and maintaining collaborative, trust-based relationships with external partners such as counties, tribes, and other governmental or community organizations.

    + Skill in problem solving, mediation, and negotiation with tribal governments, county, executive, and other external partners to effectively resolve issues.

    + Ability to analyze data to inform decision-making, develop recommendations, and clearly communicate findings through written reports, summaries, or presentations to executive-level leadership and other key stakeholders.

    Preferred Qualifications

    + Bachelor's degree in Public Administration, Political Science, or Communications.

    + Direct work experience within a Minnesota county or Tribal Nation administering human services programming.

    + Experience in or substantial knowledge of the functions and objectives of human service programs for children, youth and families.

    + Excellent judgment in providing a high level of discretion and sensitivity to issues affecting communities.

    + Variety of experiences working effectively with others from different backgrounds and cultures.
