In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. Formerly a part of the Department of Human Services, the new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024.

This position is responsible for performing a variety of business-related functions for the Economic Assistance and Employment Supports Division (EAESD) so that different program components of the Division support the mission and objectives of the Division, and that the public receives the highest quality services. The incumbent provides specialized consultative and technical assistance to program directors, administrators, and business management staff regarding their accounting for and compliance with program funding, eligibility and fiscal related matters, and field practices to work groups, community-based organizations and other internal staff. The incumbent is intricately involved with resource management of EAESD programs and works frequently across the division and agency. The incumbent interprets state/federal regulations and program circulars pertaining to financial issues, assist program supervision with understanding complex financial statements, provides analysis of financial reports; and provides other financial expertise related to EAESD programs as requested or assigned.
Responsibilities include:
+ Providing financial expertise and support to the Division Director and deputy directors so that the division operates within budget funding constraints, and according to legislative mandates.
+ Providing leadership, guidance, technical, analytical and functional expertise and coordination to the activities of variety of teams and business areas performing evaluation, development, design, testing, and/or implementation of EAESD initiatives so that EAESD programs and decision making are carried out with maximum effectiveness and business requirements are met with minimal disruption to operations, county organizations, and the public.
+ Directing the development, execution and management of all the division’s RFIs, RFPs, professional/technical contracts, grants, interagency agreements, annual plans and any amendments.
+ Developing, implementing and maintaining reporting capabilities, both system and manual, to support the reporting needs for the Title V and Title 7 programs and the Division Director.
+ Analyzing the division’s existing business processes so that the division knows whether it is meeting its objectives and serving its customers.
+ Serving as a member of the Division Operations team and participate in official team functions to promote the smooth functioning of the team.
Minimum Qualifications

Three (3) years of professional experience in public assistance program/government that demonstrates the following:
+ Broad and extensive knowledge of generally accepted accounting principles (GAAP), governmental fund accounting, uniform administrative requirements.
+ Fiscal management including budgeting, auditing, reporting, and statistical processes and techniques.
+ Contract/grant administration, coordination and compliance in highly regulated environments including contract/grant monitoring techniques, the use of management reports to implement changes and detect performance trends.
+ Understanding of cost/benefit analysis.
+ Ability to develop and implement complex procedures, fiscal data, reports in plain language to decision makers.
A bachelor’s degree in finance, business, public policy, public administration or a related field may substitute for 1 year of experience.
Preferred Qualifications
+ Knowledge of the Statewide Integrated Financial Tools (SWIFT) and state budgetary and legislative process.
+ Knowledge of performance-based contracting principles, governmental procurement standards and regulations.
+ Highly developed project management and problem-solving skills.
+ Ability to adapt to continuous change in processes, organizational structures, and roles sufficient to work constructively under extreme pressure, to cope with ambiguity, and to deal effectively with setbacks.
+ Variety of experiences working effectively with others from different background and cultures.
+ Knowledge of EAESD programming or experience working with Supplemental Nutrition Assistance Program (SNAP), Minnesota Family Investment Program (MFIP) or Electronic Benefit Transfer (EBT).
+ Demonstrated success in developing cooperative relationships or partnerships internally and externally to support low-income families, and individuals.
+ Variety of experiences working effectively with others from different backgrounds and cultures.
