Scope of Job
Responsible for the management and oversight of all phases of the Environmental Health Safety, Risk Management core programs. Ensures that Environmental Health & Safety’s philosophy and values are adhered to in order to maintain a safe and healthy environment for faculty, staff, students and visitors of UTRGV .
Description of Duties
+ Manages and oversees assigned UTRGV Environmental Health Safety and Risk Management core program(s) and ensures proper compliance with all regulating agencies. Core programs include, Occupational Health and Safety, Laboratory Safety, Facilities and Fire Safety, Environmental Protection, and Risk Management.
+ Plans, develops, analyzes, implements, and interprets safety policies and procedures, and programs for the university, medical school and several on and off campus clinical facilities.
+ Responsible for the management of all assigned staff, including recruiting and selection, hiring and termination, training, professional development, mentoring, counseling, performance evaluations.
+ Provides expert technical assistance and direction to personnel and departments regarding attaining and maintaining compliance with all applicable rules, regulations and best management practices applicable to the specific program and to the workplace and the environment.
+ Analyzes work functions to develop environmental health, safety, and risk management policies to ensure compliance.
+ Communicates with federal, state, and local regulatory agencies concerning compliance and emerging standards.
+ Acts as a professional liaison in case of government agency inspections concerning safety and environmental issues and takes appropriate actions to correct any areas of non-compliance.
+ Plans, develops and delivers trainings in assigned areas for the campus community.
+ Maintains required documentation as per university and agency related guidelines.
+ Provides Environmental, Health and Safety support for other departments as needed.
+ Plans and responds accordingly to emergencies involving both natural and manmade disasters and recommends corrective actions as needed.
+ Provides guidance and direction to EHSRM personnel in their respective programs when necessary.
+ This position is designated as essential. Personnel in designated essential positions are expected to report to work as required in the event of an emergency to sustain institutional services or protect assets.
+ Performs other duties as assigned.
Supervision Received
Minimal supervision by assigned supervisor.
Supervision Given
Direct supervision to personnel assigned to the various programs.
Required Education
+ Bachelor’s degree in applied science, engineering, environmental, or safety related field from an accredited University or
+ Bachelor’s degree from an accredited University, with seven (7) years of the required experience.
Preferred Education
Master’s degree in an applicable field from an accredited University.
Licenses/Certifications
+ As condition of employment this position requires the applicant to be authorized to operate a University-Owned Vehicle for Official University Business. Per University of Texas System Policy 157, applicants will be subject to a motor vehicle record check for their most recent thirty-six (36) month history. Out of State Drivers are required to submit a 36-month history MVR from their prior State of residence(s).
+ Eligible for professional certification applicable to the core program Board certification as a CSP ; CIH , CHMM ; CHP or REM is preferred. Candidate must achieve a technical or professional certification within the following areas: CHMM , CSP , CIH , CHP , REM or equivalent within two years of hire.
Required Experience
Five (5) years professional experience working in the laboratory safety, industrial hygiene, environmental health, occupational safety, facilities safety, risk management profession. Working knowledge of federal and state safety laws and the ability to identify and evaluate workplace hazards.

Equipment
Proficiency required in the use of PC’s and related spreadsheet, word processing, and database software. Basic knowledge of industrial hygiene and environmental related equipment such as personal sampling pumps, noise dosimeters, anemometers, and indoor air quality analytical instruments.
Working Conditions
Needs to be able to successfully perform all required duties. Must have the ability to function with other program personnel as one cohesive unit. Travel to other UTRGV campus locations and some after hours and weekend work is required. May be on call after hours to respond to emergency situations.
Potential exposure to hazardous conditions and/or materials. Must be able to lift, push or pull up to 50 pounds occasionally, and/or up to 20 pounds frequently.

Written documentation of HepB vaccination and TB Test. Must be able to be fit tested for use of an air purifying respirator or PAPR respirator.
