Position Summary
Position is responsible for managing the public safety radio system for MESA. This includes hardware and non-application software for storage, servers, and route/switch. Position Responsibilities
Manages and provides oversight of the radio system, including hardware, software, databases, towers & tower facilities, microwave, generators, battery backup systems, dispatch consoles, mobile and handheld radios.
Manages maintenance operations, including monitoring, scheduling, contacting vendors and proper documentation.
Manages security systems of all tower sites, including buildings, towers, perimeter and grounds.
Maintains communication with agencies operating on the radio system, including responding to inquiries and concerns, problem resolution, coordinating activities, and communicating policy/procedural changes as needed.
Maintains all licensing for radio frequencies and tower sites in accordance with FCC and FAA regulations and required by Federal Law.
Prepares reports related to the radio system as needed by management or end user agencies.
Maintains awareness of new trends and advances in the field; attends workshops and training sessions as appropriate.
Establishes yearly goals and objectives for the operation of the radio system.
Assists in annual budget preparation for components related to the radio system.
On call 24 hours daily, as assigned, to support MESA operations.
Manages and mentors direct reports.
Completes performance reviews for direct reports, while monitoring performance and the utilization of skills.

Qualifications
Bachelor's degree plus five (5) years of related, progressive experience in application/systems administration. One year of relevant experience may be substituted for each year of required education. Prior experience preferred in Public Safety with Motorola Solutions ASTRO25 radio systems. Requires excellent intrapersonal communication and facilitation, independent judgment and proven problem-solving abilities. Ability to communicate effectively both orally and in writing. Ability to develop and conduct effective presentations. Knowledge of and experience with standard office practices. Demonstrates initiative to work independently and is self-motivated. Must possess and maintain a valid Indiana Driver's License.
Technical Experience should include proficiency of the following technologies: Microsoft Technologies (SQL Server Data Tools, Windows 10, Windows Server 2012 or later, Office – Word, Excel and PowerPoint); Disaster Recovery Planning; Project Planning; Cat5e cable termination; and data center fiber optic practices.
Technical Experience should include an introductory level of the following technologies:
Installation and configuration of physical and virtual servers; Installation and Configuration of Cisco routers, switches and related equipment; V Sphere; Cloud Computing; Firewalls; Backup Administration; Privacy and Security Administration.
Independent Judgment
A high degree of independent judgment is required for making decisions. There will be instances where policies, procedures, rules and regulations do not exist for all situations that could be encountered. Ability to recognize need for intervention with any aspect of operation and notify supervisor. Must be able to exercise independent judgement when troubleshooting equipment and when deciding on prioritization, work-flow, and low to medium cost purchasing decisions.
