    Summary You will serve as the Director Civilian Human Resources (DCHR) for the NAVAL AIR SYSTEMS COMMAND (NAVAIR). You will serve as the principal advisor to the Commander and Executive Director, NAVAIR on all matters relating to civilian human resources (HR) throughout the Command. In addition, you will serve as the principal advisor and technical authority to the Command including subordinate commands on all Human Capital (HC) matters. Responsibilities You will serve as the primary interface on HC strategy and management initiatives with higher Echelons, subordinate Commands and outside organizations. You will develop and administer Command-wide guidance for HR programs, processes, and operations which are responsive to Command requirements, goals, and mission. You will lead and support Command human capital and strategic workforce planning efforts. You will advocate for Command HR requirements and represent the Command on all HR issues. You will work collaboratively with the Office of Civilian Human Resources (OCHR) on Department of Navy (DON) HR issues. You will ensure the Command HR program is executed consistent with DON policy and requirements. You will manage Command-wide HR initiatives and ensure those efforts are appropriately resourced; prepare business cases to support HR initiatives and develop and explain total HR costs. You will work closely with the Deputy Director Equal Employment Opportunity (DDEEO) to ensure Equal Employment Opportunity (EEO) is fully integrated into HR programs, processes and operations. You will ensure information technology (IT) systems and applications are compliant with DON IT policy and HR Functional Area Managers requirements. You will evaluate and assess HR programs throughout the Command to ensure proper operations. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: recruitment and staffing, classification, compensation, labor relations, employee relations, oversight of automated personnel information systems, or employee development; ensuring compliance with governing laws and regulations; developing, interpreting, and/or advising senior management on HR policies and administration; and providing substantive input to the strategic planning of human capital resources for an organization. Education This position does NOT allow for substitution of education. Additional Information This position is covered by the Department of Defense Priority Placement Program.
