Summary You will serve as an IT Specialist (PLCYPLN) in the Communications, Networks, and Information Systems Directorate (N6) of US FLEET CYBER COMMAND. This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f. Responsibilities You will serve as the team’s senior Navy Nuclear Command, Control, and Communications (NC3-N) subject matter expert (SME) within the Resilient Command and Control (RC2) Division. You will provide technical and program management support of the Division Chief in integrating/deconflicting activities of the NC3-N team while also leading and contributing to the team’s analyses as a recognized NC3-N SME and Capabilities Planner. You will analyze, interpret, and advise on application of laws, statues, and regulatory documents, and integration of new/revised higher headquarters (HHQ) guidance into policy and program planning. You will provide comprehensive content generation and staffing of all required reports on NC3 program elements for submission to HHQ. You will develop and promulgate operational reporting guidance and processes in collaboration with the NC3-N team members. You will serve as the Fleet Cyber Command/C10F central authority for the operational readiness of those portions of NC3-N assets. You will provide guidance for Navy-wide implementation of new NC3 system design procedures, test procedures and quality standards. You will follow-up on the NC3-N related incidents to ensure the chain-of-command is cognizant of NC3-N operating status and incident/even resolution efforts. You will coordinate NC3-N related work with counterparts from senior and subordinate commands and other external stakeholders, considering command and N6 objectives and priorities. Requirements Conditions of Employment Qualifications Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of experience demonstrating this competency include: Applying detailed Navy Nuclear Command, Control, and Communications (NC3-N) architecture and defining operational requirements. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Experience demonstrating this competency include: Collaborating with technical and functional subject matter experts in the field to assure analyses and resulting recommendations appropriately balance competing operational interests. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of experience demonstrating this competency include: Advising senior leaders on interpreting guidelines on the application to complex situations. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of experience demonstrating this competency include: Initiating potential remedies to complex problems as well as long standing system issues. In addition to my experience demonstrating the four competencies above, I have qualifying experience such as: -Experience providing subject matter expertise or support to personnel to facilitate better understanding of the Navy's Nuclear Command, Control, and Communications (NC3-N) enterprise to advance operational decision-making requirements. -Experience analyzing enterprise architecture such as hardware, software, and configuration to determine root cause for issues or outages. -Experience developing, promulgating, and assuring consistency and accuracy of briefing materials, and policy documentation. -Experience identifying communication system degradations/outages and their potential/actual mission impacts. This position is within the Work Category PROFESSIONAL at Work Level SENIOR, Series and Grade GG-2210-14. Education Additional Information This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f. Additional vacancies may be filled by this announcement. In accordance with DoDI 1400.25, Volume 3005, Section 3.15, all employees newly appointed to a CES position will serve a 3-year probationary period. Permanent and term employees currently serving in a probationary period in the competitive service or a probationary or trial period in the excepted service will complete the period as prescribed in their original conditions of employment in the new CES position if they transfer without a break in service or are promoted, demoted, or reassigned to a CES position.
