A Brief Overview

Responsible for managing the operations of the Children's Surgery Program at Children's Nebraska in collaboration with medical directors and Trauma and Children's Surgery Program Director. Responsible for the organization of services and systems necessary for a multidisciplinary approach to providing care to children with surgical needs. Plays an active role in the administration and review of children's surgical care across the continuum, from admission through discharge. Promotes the delivery of high-quality surgical care through clinical practice, consultation, education, collaboration, leadership and research. Assumes accountability for coordinating the functions within the program which includes program planning and development, clinical practice/ system coordination, developing and managing the operational budget, overseeing the National Surgical Quality Improvement Program (NSQIP) activities and personnel, providing education to the multidisciplinary personnel involved in surgical care both within Children's Nebraska and other outside agencies while maintaining compliance with all state and national guidelines for verification.

Essential Functions

Coordinates, implements and evaluates clinical services as well as system elements essential for an organizational multi-disciplinary team approach for the care of surgical children.

+ Responsible for compliance with relevant state and national standards and regulations for the American College of Surgeons. Coordinates the verification process by the American College of Surgeons preparing staff and facility for site reviews.

+ Coordinate management across the continuum of children's surgical care, which includes planning and implementation of clinical protocols and practice-management guidelines, monitoring care of in-hospital patients, and serving as a resource for clinical practice.

+ Acts as liaison between the program and other services in the organization involved in delivering care for surgical patients.

+ Supervises collection, coding, and developing processes for validation and analysis of data. Designs and oversees the data collection to facilitate performance improvement activities, trend reports, and research while protecting confidentiality.

+ Participates in the development of children's surgical care systems at the community, state, and national levels.

+ Coordinates program development activities with all key members of the clinical teams. This includes program planning and development of department goals and objectives that address quality performance, financial performance and market performance.

+ Maintains current educational preparation by obtaining a minimum of 16 hours of external pediatric continuing education per year related to the care of children undergoing surgery.

Develops specific education and research efforts

+ Stabilizes the complex network of many disciplines that work in concert to provide high-quality children's surgical care. Serve as an internal resource for staff in all departments, and act as an extended liaison for other system entities.

+ Provides intra-facility and regional professional staff development, participates in case review, implements practice guidelines, and directs community-education programs.

+ Involved in research projects, analysis, and distribution of findings. Facilitates protocol design for accurate data collection, feedback, and analysis, and understands the requirements of research oversight.

+ Initiates and participates in outreach activities and educational projects that promote the Children's Surgery Program to health care professionals and the community. Is actively involved in local and state activities to effect change related to improved care and prevention efforts.

+ Serves on organizational committees, both internal and external, to represent the mission and goals of the Children's Surgery Program, promoting quality patient care.

+ Represents Children's Nebraska on the local, state and national level regarding children's surgical issues, attending and presenting educational offerings to obtain/distribute current information to further develop the level of care delivered to injured children. Assumes a proactive role in the community concerning injury prevention through public activities and public education opportunities.

Provides Fiscal Management

+ Prepares and manages the operating budget demonstrating prudent resource utilization and effective collaboration with the accounting and billing departments to monitor account revenue and expenses.

+ Maintains current knowledge of legislative and regulatory activities that impact reimbursement for clinical services and professional activities.

Quality Improvement

+ Systematically identifies and evaluates patient specific and systems specific surgical care across the continuum in collaboration with the Children's Surgery Medical Director and surgical and anesthesia leadership

+ Develops and supports processes for the collection and integration of data. Responsible for developing metrics for quality measurement.

+ Designs and implements program scorecard/dashboards for performance measurement and management.

+ Assures that evaluation and feedback processes are in place for surgical care, EMS and referring facilities.

+ Ensures that the Children's Surgery Program is in compliance with the standards set forth by the American College of Surgeons.

Personnel Management

+ Manages, as appropriate, the operational, personnel, and financial aspects of the Children's Surgical Program. Serves as a liaison to administration, and represents the Children's Surgical Program on various hospital and community committees to enhance and foster optimal care management.

+ Manages staff by recruiting, selecting, orienting, and training employees. Accomplishes staff results by communicating job expectations; planning, monitoring, and appraising job results; coaching, counseling, and disciplining employees; developing, coordinating, and enforcing systems, policies, procedures, and productivity standards. ◦ Assesses employee job satisfaction.

+ Maintains files and documents in compliance with regulatory standards.

Education Qualifications

+ Bachelor's Degree from an accredited college or university in nursing Required

+ Master's Degree from an accredited college or university in nursing Preferred

Experience Qualifications

+ Minimum of three years of surgical services environment Required

+ Prior management experience and nursing experience in related departments Preferred

Skills and Abilities

+ Must possess leadership skills including communication/organizational skills, time management, coping skills, motivation, problem-solving, autonomy and supporting the team.

Licenses and Certifications

+ RN - Registered Nurse - State Licensure and/or Compact State Licensure Upon Hire Required and

+ BLS - Basic Life Support through the American Heart Association Required and

+ PALS - Pediatric Advanced Life Support within 180 Days Required and

+ Current and valid certification in relevant specialty area Preferred or

+ CNML - Certified Nurse Manager and Leader Preferred or

+ NE-BC - Nurse Executive Preferred or
