Summary You will serve as a SUPERVISORY INFORMATION TECHNOLOGY SPECIALIST in the INFORMATION TECHNOLOGY SERVICES DIVISION of the NAVAL ACADEMY. Responsibilities You will manage and supervise complex custom information technology (IT) design, development, modification and support of educational, professional, and administrative services in a college/university environment. You will originate technical approaches for advanced automation concepts to provide users detailed system analysis, design and requirements for technical solutions based on these concepts. You will consult with customers to identify and specify requirements for developing overall functional and IT systems requirements and specifications to translate functional and technical requirements into designs and technical solutions. You will ensure the rigorous application of information security information assurance policies, principles, and practices to the systems analysis and development processes. You will manage all aspects of IT projects from inception to successful completion including development of a formal, written project plan that includes a plan of action and milestones (POAM). Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Evaluating the feasibility of proposed new system development projects. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Installing operating systems in support of customer support concepts and methods, while stayi8ng professional, informational, and meeting deadlines. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Providing technical advice on risk management of technical solutions and the associated risks. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Resolving complex software and/or hardware problems and issues that may have a readily available solution, additional research and in-depth troubleshooting required. In addition to your experience demonstrating the four competencies above, You have one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Applying knowledge of systems analysis concepts and techniques to evaluate the feasibility of proposed new Information Technology (IT) systems development projects; 2) Installing configuring, testing and implementing vendor supplied modifications to existing systems software; 3) Troubleshooting network problems and maintain configuration management plans; 4) Optimizing the design and development of Internet and Intranet Web sites; 5) Reviewing, validating, developing, and maintaining optimal hardware configurations; and 6) Applying knowledge of IT planning principles and enterprise architecture to prepare plans to support the organization's mission.
