    Job Description

    The Department of Resident Services, Partnerships and Initiatives engages NYCHA residents in critical programs, services, and initiatives in the areas of economic opportunity, youth, senior and social services; supports NYCHA’s extensive network of Resident Associations; and connects residents to opportunities such as financial empowerment, business development, career advancement, and educational programs.

     

    The Resident Participation & Civic Engagement (RPCE) Services Department engages residents across all NYCHA Neighborhoods, empowers NYCHA residents to participate in decision-making processes, and ensure residents' needs and concerns are integrated into NYCHA's transformation plan. The department focuses on five key areas: Conducting Resident Association Elections, Implementing Programs, Administering Tenant Participation Activity (TPA) Funds, Supporting NYCHA Initiatives and Projects, and Engaging Resident Leadership Groups.

     

    NYCHA seeks a dynamic Staff Analyst with a passion for service and excellence. Reporting to the Senior Manager of Budget & Compliance, responsibilities will include, but are not limited to the following:

     

    1. Process payments in accordance with agency and citywide procurement guidelines.

    2. Receive items in Oracle for payments.

    3. Process RAB stipends, Councilmatic funds, Family Day requests.

    4. Process and troubleshoot vendor payments.

    5. Assist with data analysis on the department’s spending and make recommendations to enhance procurement processes.

    6. Collaborate with NYCHA’s Accounts Payable Department, Financial Planning & Analysis, and others as needed on payment processing and regular reporting.

    7. Provide management of all grants received by the department and ensure timely and accurate spending per grant requirements.

    8. Provide strategic support to RPCE leadership regarding procurements and budget management; oversee special projects as needed.

    9. Assist in the development and refinement of accounting policies, procedures, and process improvements.

    10. Generate and present comprehensive financial reports and variance analyses to senior leadership and stakeholders.

    11. Monitor and ensure the integrity of accounting systems and internal controls across all financial operations.

    12. Oversee the preparation and reconciliation of financial statements, ensuring accuracy and compliance with applicable accounting standards.

    13. Prepare audit-ready documentation and serve as a key liaison during internal and external financial audits.

     

    NOTE: Due to the existence of a civil service list, candidates must have permanent civil service status in the title of Staff Analyst to be considered.

    Qualifications

    A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school; or

    A baccalaureate degree from an accredited college and two years of satisfactory full- time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area.

     

    An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described in "2" above.

     

    A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience as described in "2" above.

    A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma.

    Salary Min: $ 70,310.00
