Senior Program Analyst (Navy Strike Fighter Support)
Job Summary:
KBR is seeking a Senior Program Analyst (Navy Strike Fighter Support) to join our Team. In this role you will work in support of requirements officer, provide expertise of EA-18G/Integrated Defensive Electronic Countermeasures (IDECM)/ Marine Air-Ground Task Force-Electronic Warfare (MAGTF-EW) to track and defend program requirements.
Program Summary:
OPNAV N980L is the Logistics and Readiness Branch of the Office of the Chief of Naval Operations (OPNAV). It supports the Navy and Marine Corps by analyzing and evaluating aircraft, engines, and support equipment logistics.
Role and Responsibilities:
Requirements Development:
+ Maintains communications with Navy and Marine fleet strike fighter and Airborne Electronic Attack (AEA) requirements officers on fleet requirements from a range of sources and types.
+ Support the Collaborative Mission Planning Continuum effort, track requirements and budget programming.
+ Supports requirements officer in analyzing annual and ongoing strike requirements to ensure the fleet’s priorities are addressed.
+ Edits and/or writes Joint Capabilities Integration and Development System (JCIDS) documents for government review and acceptance including concepts of operations, capabilities-based assessments, analyses of alternatives, initial capabilities documents, capabilities development documents, capabilities production documents and requirements memorandum.
+ Routes draft documents, coordinates comment resolution and incorporates salient comments into final version for government review and acceptance.
+ Assists in managing platform Required Operational Capability / Projected Operational Environment (ROC/POE) ensuring documents are up to date and relevant for government review and acceptance.
+ Tracks ROC/POE changes/additions or rewrites and coordinates with NAVMAC to ensure Squadron Manpower Documents are adjusted appropriately.
+ Provide technical writing to produce executive level presentations and point papers for government review and acceptance.
Inventory Management:
+ Develop and draft leadership recommendations for government review on all aspects of EA-18G inventory to include platform capabilities, life extension measures, mix of air wings, planned transitions between Type/Model/Series (TMS), distribution of assets, inventory status of other Department of the Navy fixed wing AEA platforms and systems, and impact of proposed delivery changes.
+ Assist in coordinating with other OPNAV Strike platforms, Headquarters elements and external staffs concerning inventory issues and transition challenges.
+ Analyze and report changes, for government approval, to the Aircraft Program Data File, Weapon System Planning Document, A-
Programming:
+ Provide analysis to the government regarding program execution, out-year planning and the creation of the POM and program requirements issue sheets.
+ Drafts briefs, issue sheets, white papers and trade studies as requested by the requirements officer for government review and acceptance.
+ Analyze NGAD ASA/ EA-18G/ IDECM/ Marine Air-Ground Task Force-Electronic Warfare (MAGTF-EW) program requirements for the annual Program Requirements Review (PRR) process and provide recommendations for government review and acceptance.
+ Assists in coordinating with other PMAs, PEOs, commands, and Services on program interoperability issues including systems such as Next Gen Jammer (NGJ).
+ Analyzes interface/integration requirements and documents for systems and system upgrades for fleet introduction and provide recommendations for government review and acceptance.
+ Analyze strategies for government review and acceptance to properly align total obligation authority funding to meet fleet EA-6B/ EA-18G/ IDECM/ MAGTF-EW capability development priorities.
+ Assists the government in the technical writing of Congressional responses regarding platform issues or funding contained in the President’s Budget Submission.
Budgetary Execution:
+ Utilizes the Program Budget Information System (PBIS) to monitor changes to NGAD AEA/ EA-18G/ IDECM/ MAGTF-EW Program Element lines.
+ Monitor and analyze program office execution for potential under execution and recommend action to prevent reallocation of funds.
+ Assist requirements officer in collecting and analyzing data pertinent to program fiscal procedures and patterns of performance to enable accurate and timely project management.
+ Consults with the EA-18G/ IDECM/ MAGTF-EW program office on budget exhibit preparation, reviews submitted budget exhibits for anomalies that could result in undesired marks and submits recommendations for government review and acceptance.
+ Supports the requirements officer during mid-year and end of year budget reviews.
Subject Matter Expert:
+ Serves as aircraft systems resource on all matters specific to NGAD AEA/ EA-18G and general information concerning other Carrier based TACAIR platforms.
+ Assist requirements officer in establishing and maintaining contact with other TACAIR/ AEA platform requirements officers in order to coordinate strike fighter requirements specific to each aircraft platform including systems such as Next Generation Jammer (NGJ).
+ Engages other N98 staff at meetings with OPNAV departments, DOD components, and other government agencies to include congressional entities where Naval TACAIR/ AEA expertise is required and contractor support is appropriate.
+ Provides technical writing in responses to leadership on all aspects of NGAD AEA / EA-18G inventory, to include platform capabilities, life extension measures, mix of air wings, planned transitions between TMS and distribution of assets.
+ Provides operations, planning, and management support, including business analytical services to assess complex issues and develops suggested alternative courses of action in response to Congressional, Department of Defense, or other Government agency inquires of NGAD AEA / EA-18G Programs.
+ Drafts Non-public Use correspondence for government review and acceptance to include coordination of effort with external OPNAV agencies.
+ Supports coordination of N98 inputs to Joint service plans and directives for unmanned systems operations.
Basic Qualifications:
+ Must have a bachelor's and at least years of experience with Navy/ Marine Corps Electronic Attack squadron operations, the NAVAIR acquisition process and/or requirements development on the OPNAV staff, including:•EA-18G aircraft systems including but not limited to, weapons systems, helmet mounted visual systems, advanced targeting pods and radars, core avionics, navigation, and identification systems, and training system.
+ Experience in Department of the Navy AEA force structure and strategic laydown.
+ Must have an active TS/SCI with SCI eligibility.
+ Must be able to travel as required by contract.
Preferred Qualifications:
+ Mastery of Microsoft Office Suite to include producing complex and imbedded graphs and creating interoperability between program products in order to produce final executive level briefing materials, presentations and point papers as tasked by the platform requirements officer.
+ Display an in-depth knowledge of the Planning, Program, Budgeting, and Execution (PPBE) process.
+ Mastery of Microsoft Office Suite to include producing complex and imbedded graphs and creating interoperability between program products in order to produce final executive level briefing materials, presentations and point papers as tasked by the weapons Requirements Officers.
