    **Pay Range:** $55.75 - $93.66 per hour

    Summary:

    Are you ready to shape the future of Identity and Access Management at one of the nation’s top academic health systems? Rush University Medical Center is seeking a dynamic **Manager of Identity & Access Management (IAM)** to lead the strategy, governance, and operations of our enterprise IAM program. Reporting to the Chief Information Security Officer, this role will oversee the design and implementation of secure, scalable access solutions that support both compliance and innovation in a complex healthcare environment.

     

    As the IAM Manager, you’ll work cross-functionally with IT, clinical, and administrative leaders to drive enterprise-wide initiatives that strengthen our security posture and streamline user access. You’ll manage a team, lead high-impact projects, and partner with vendors to deploy best-in-class technologies like SailPoint, Microsoft, and Okta.     Responsibilities:

    + Leads the development of the overall approach for the program, its major time frames and the definition of its major deliverables to address and meet the desired goals and outcomes

    + Partners with the executive sponsor to communicate program goals, objectives and potential outcomes

    + Leads regular interactions with the executive sponsor to inform, alert, negotiate and maintain a continuing good relationship and shared vision for the program outcome

    + Establishes and ensures appropriate governance functions for the program in accordance with enterprise policies, practices and on behalf of the executive sponsor or senior responsible owner

    + Directs the creation and maintenance of the required program documentation and artifacts

    + Develops and controls the program budget and manages expenditure within agreed spending plans

    + Ensures and balances the availability of the required skills and competencies across project teams within the program

    + Leads reviews with the executive sponsor and stakeholders to identify organic or specific program needs and changes and directs the development of appropriate approaches to address

    + Leads the development and maintenance of stakeholder mapping, communications and reporting.

    + Acts as an advisor and builds and maintains relationships across the wider stakeholder community.

    + Leads the oversight of program projects’ execution, their progress compared with the plan and the production of agreed deliverables

    + Monitors and coordinates dependencies across the projects in the program and resolves conflicts.

    + Directs or approves the establishment of a framework or guidelines for the use of contractors and professional service providers and determines their use across the program

    + Supports and facilitates agenda setting for program committee/board meetings

    + Develop an IAM Governance Model to support healthcare regulations and controls

    + Assures compliance to Corporate and Information Security policies, standards and procedures

    + Standardize global IAM processes and ensure alignment of processes to IAM policies and standards

    + Build relationship with key stakeholders to identify and resolve business issues

    + Collaborate with all relevant stakeholders to define requirement and use cases for future solution deployments, configurations, and customizations

    + Champion all aspects of the IAM Program, including the business value, ownership of the roadmap, project milestones and key messaging to business and IT

    + Partners with strategic vendors and manages relationship with key resources to ensure optimal service levels and works with procurement on contractual requirements

    + Manage and implement procedures to control information workflows for the addition, modification and removal of user access across in-scope platforms and applications

    + Provide advisory and consultation to system development projects around IAM requirements and controls

    + Responsible for the achievement of department productivity and quality goals

    + Determine staffing requirements

    + Delegate work duties to staff to attain objectives

    + Participate in audits and other compliance assessment activities as needed to assist with meeting Rush compliance deadlines

    + Analyze and resolve complex authentication, authorization, integration, and automation issues

    + Provide guidance on integrating the identity management authentication and authorization framework into new and existing applications

    + Manage and track the progress of IAM projects; project management and administration that include work plans, project track, resource planning and control, writing status reports and conducting regular project reviews

    + Facilitate and coordinate the various tasks for successfully analyzing, designing, developing

    Required Job Qualifications:

    + Bachelor’s degree in computer science or related area

    + 8-10 years of experience in Systems and Information Security administration with at least 5 years professional experience designing, implementing, and managing enterprise Identity and Access Management programs

    + Experience with administrating, implementing and supporting Identity and Access Management solutions

    + Strong organizational, analytical and communication skills required

    + Ability to think with a security mindset, strong IT background within depth Identity and Access Management knowledge

    + Must have ability to troubleshoot system failures, identify root cause and fix issues, ensure availability and integrity of the system

    + Build and maintain effective working relationships with various internal and external teams and vendors

    + Experience managing large-scale Identity and Access Management solutions and operations

    + Experience developing large-scale Identity and Access Management programs and governance

    + Experience managing or supporting an IAM solutions (SailPoint, Microsoft, Okta, etc.)

    + Experience with a variety of IT Security and related technologies (e.g. IGA, SSO, ADFS, MFA, etc.)

    + Excellent understanding of IT security and risk management, strategic planning, and related tactical initiatives

    + Thorough understanding of Information Security frameworks and best practices (e.g. HIPPA, PCI, SOX, ISO, NIST)

    Preferred Job Qualifications:

    + Master’s degree in computer science, information systems, business administration or a related field

    + Three (3) years of leadership experience

    + Experience with Okta

    + Experience working in Healthcare
