Responsibilities
The selected candidates will perform several of the following contracts/procurement related functions: Prepare contracts in accordance with MTA procurement practices. Develop, solicit, negotiate, and award contracts through the Bid process and the Request for Proposal process, and prepare related documents and analyses. Prepare and negotiate supplementary agreements such as modifications/task orders/change orders covering changes to scopes of work, pricing and/or fee schedules, and contract closeout. Collect, analyze, and report data. Formulate bid submission requirements, bid evaluations, and review vendor qualifications. Conduct market surveys and qualification hearings. Purchase goods and services using Informal quotes. Prepare cost and price analyses of proposals; formulate negotiation positions; negotiate price for various procurement actions and prepare communications and written narratives summarizing negotiations and their results.
Education and Experience
+ A master's degree from an accredited college in business administration, public administration, public policy, engineering, engineering technology, economics, architecture, mathematics, physics, computer science, finance, accounting, transportation planning, industrial psychology, urban planning/studies, human resources management, labor relations, operations research, security management or in a related area, and two (2) years of full-time satisfactory professional experience in the collection, evaluation and use of data relating to operational procedures, administrative systems, equipment and space utilization, and staffing requirements, including the preparation of charts, graphs, drawings and technical reports. One (1) year of experience must have been in the transportation industry; or
+ A baccalaureate degree from an accredited college in one of the areas listed in "1" above; and three (3) years of full-time satisfactory experience as described in "1" above. One (1) year of this experience must have been in the transportation industry.
