    Description of Job

    The Accounting and Financial Services unit in the Executive Director’s Office provides comprehensive financial services for the Department of Local Affairs and its divisions. The Department executes a diversified funding consisting of general, cash, reappropriated and federal funds. Accounting services consist of providing quality, informed decision-making in the form of technical assistance and guidance, recommendations of a fiscal nature based upon financial expertise, and development of a unified system of accounts and its ongoing maintenance. This includes payroll & benefits administration, grant management, financial reporting, accounts payable, accounts receivable, contract encumbrances, cost allocation, indirect cost proposal development and collection, department’s financial audit management, asset management, audit services for grants awarded, implementation of audit recommendations, development and administration of fiscal policy and procedures, development, administration and on-going analysis of internal controls, reporting that reflects accurate financial position and results of operations to management, federal agencies and other stakeholders.

     

    The Operations Accountant ensures, through analysis, review and approval for multiple divisions, that all accounting transactions are recorded and accurate as well as compliant with generally accepted accounting principles (GAAP), federal guidelines Office of Management and Budget (OMB circulars), applicable state fiscal rules, regulations and department policies and procedures.

    The primary duties and responsibilities of this position include, but are not limited to:

    + Analyze, review and advise on accounting matters related to cash management, accounts receivable, accounts payable, purchase card, central allocations, revenue, expense and payroll;

    + Review accounts receivable transactions to verify proper coding;

    + Review payback agreements for Section 8 fraud recovery, books the A/R, applies payments, maintains all fraud recovery information and corrects account coding;

    + Completes daily bank deposits and verifies accuracy of checks, cash, and other form of payment for daily deposits;

    + Resolve issues by suspending or rejecting inaccurately recorded and coded checks;

    + Reconcile and perform analysis for various assigned accounts to ensure transactions are being recorded as expected and in accordance with rules and regulations;

    + Advise and assist management by analyzing and interpreting accounting information;

    + Recommends actions to be taken when guidelines are unclear;

    + Develop and maintain spreadsheets and reports to achieve revenue information, reporting requirements and balance sheet reconciliations;

    + As the department purchase card administrator, maintains card access for employees;

    + Reviews card purchases for compliance with fiscal rules and agency procedures, pays monthly card invoices, increase/decrease card limit, track violations, determine training needs, prepare annual report and provide support to card holders;

    + Accounts Payable and Payroll backup for the department.

    MINIMUM QUALIFICATIONS

    Experience Only: Four (4) years of accounting experience. Accounting experience involves the design, structure, and maintenance/update of the accounting system used by a unit and requires the application of accounting theories, generally accepted accounting principles (GAAP), and standards (Governmental Accounting Standards Board).

    OR

    Education and Experience: A combination of related education that includes 27 semester hours completed in accounting or auditing AND experience as described above equal to four (4) years.

     

    Current, valid licensure as a CPA by the Colorado Board of Accountancy will substitute for four (4) years of experience or education.
