The Department of Design and Construction seeks a Director to be part of the team of experienced professionals responsible for leading Alternative Delivery and spearheading a new CM-Build pilot program. The CM-Build pilot program is a priority initiative to implement public building projects using a collaborative project delivery model to ensure efficient delivery of high-quality projects. The portfolio includes priority new buildings and renovation projects for a diverse array of Sponsor Agencies.
Reporting to the Assistant Commissioner in Alternative Delivery, the Director will oversee complex new building and renovation projects of varying scales within the CM-Build portfolio. The selected candidate will set the direct all project phases of CM-Build from initiation to completion to ensure successful implementation of CM-Build best practices and design and construction excellence.
Primary responsibilities for the Director include:
- Oversee CM-build projects in development, procurement, and post-award. Ensure project implementation is in alignment with DDC priorities, in compliance with the contract and DDC procedures, and consistent across the CM-build portfolio. Lead coordination across DDC divisions to obtain direction and support to drive projects forward on schedule and in budget.
- Establish project management staffing plan and supervise project management teams within Alternative Delivery and in collaboration with the Public Buildings division. Work in coordination with the division head to ensure project management teams are delivering projects with a consistent approach to division strategies and consistent application of technical requirements.
- Identify common themes and lessons learned across the Agency’s CM-build portfolio to inform the development of program-wide initiatives and procedures.
- Provide direct supervision of Deputy Directors and Senior Project Managers, Project Managers, and Junior Project Managers, including managing and evaluating their tasks and providing project guidance and training on project delivery related processes. Support overall staff professional development and provide constructive feedback to support individual and team growth.
- Support the division head in public forums to represent Alternative Delivery. Support the division head with senior-level reporting and communications. Resolve interagency issues that have been escalated by the project management teams and navigate teams towards solutions involving complex stakeholder issues.

Qualifications
1. A baccalaureate degree from an accredited college in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
2. A four year high school diploma or its educational equivalent and nine years of experience as described in "1" above; two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
3. Education and/or experience equivalent to "1" or "2" above. One year of experience credit will be given for: (a) each 30 semester credits of college or university education leading to a bachelor's degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration; (b) An accredited Master's degree in one of the disciplines described in "1" above; (c) a Juris Doctor degree, or (d) a valid New York State license as a Professional Engineer, Registered Architect or Landscape Architect. However, all candidates must have the two years of the administrative, managerial, executive, or supervisory experience as described in "1" above.
