    Job Description

    The Mayor's Office of Contract Services (MOCS) is a New York City oversight and service agency that manages procurement citywide, from planning and release of agency solicitations to payment of vendors. Annually, agencies procure billions in products and services from a diverse pool of vendors that represent various industries. MOCS therefore aims to ensure that the procurement process remains fair, transparent, efficient, and cost-effective.

     

    MOCS makes it easier to do business through use of end-to-end technology tools, increases transparency by publication of enriched data and hosting public hearings, and strengthens procurement operations by providing direct assistance and resources to all stakeholders. MOCS also partners with agencies and vendors to identify areas for policy reform, resulting in ongoing process improvement to reduce administrative burdens and increase the positive impact of services on communities. The MOCS Director serves as the City Chief Procurement Officer.

     

    MOCS team members operate in a collaborative, service-oriented environment, where flexibility and ability to achieve results are valued. Staff must conduct all duties relevant to their position in their assigned division and demonstrate an advanced level of expertise. This position requires a focus on aligning daily operations to the agency's strategic priorities, engage stakeholders in planning and ensure performance using well-defined success metrics and project management strategies. All staff are expected to deliver timely and quality work products and services, participate in ongoing improvement activities, proactively deepen their knowledge of procurement and government operations, and will use modern technology software and hardware to complete daily duties. This position must collaborate with other team members to implement projects, help to maintain and/or analyze operational data, and interact with external stakeholders.

     

    MOCS seeks to hire a Training and Engagement (“T&E”) Assistant Director to support the development and delivery of training and engagement initiatives for City vendors, citywide procurement staff, and internal MOCS staff. Under the direction of the Associate Director for T&E, the Assistant Director will help ensure that all stakeholders have the tools and information they need to successfully navigate procurement processes. The Assistant Director will play a key role in communication, stakeholder support, issue tracking, content development, and continuous process improvement.

    Duties include:

    - Manage the design and development of Citywide vendor engagement efforts and training curriculum for vendors, City Procurement staff, and MOCS staff

     

    - Track compliance to training curriculum requirements, and drive strategy, technology, and process improvements

     

    - Partner with Subject Matter Experts to build new training and/or update existing training

     

    - Provide advice on training content and delivery

     

    - Deliver live webinars, in-person workshops, and self-paced content via recorded tutorials or interactive courses when needed

     

    - Design, plan and implement policies, procedures, and management metrics to control and monitor performance, attendance, and effectiveness of training and engagement activities

     

    - Evaluate the effectiveness and drive continuous improvement of training and engagement activities

     

    - Host team meetings, and track notes and action items

     

    - Develop templates, guides, standard operation procedures, and special presentations

     

    - Foster transparency, accountability, and collaboration through training and meeting management

     

    - Identify issues affecting stakeholders and impacts to stakeholder experience in various initiatives

     

    - Commitment to continuous professional development to strengthen skills and increase knowledge in relevant areas of procurement, technology, government operations, public policy and people and change management

     

    - Contribute to the development of ongoing intra- and inter unit knowledge sharing, team-building, and collaboration

     

    - Serve as project manager for various initiatives, as necessary

     

    - Participate in special projects, as assigned

    PREFERRED SKILLS

    - Communication. Succinctly and effectively communicate verbally and in writing to a variety of audiences

     

    - Proficient in developing and delivering trainings and resources for multiple stakeholders using various methodologies that account for adult learning principles

     

    - Meet deadlines and work independently while paying close attention to details

     

    - Establish relationships quickly and maximize positive team dynamics

     

    - Analyze data and summarize research to lead ongoing improvement in operations and service

     

    - Supervise, coach, and structure ongoing professional development for individuals and teams

     

    - Convene cross-functional teams for planning and coordination activities

     

    - Experience with Financial Management System (FMS), Procurement Policy Board Rules, SBS Online Directory, HHS Accelerator, JIRA, and PASSPort

    Qualifications

    1. Do you have a baccalaureate degree from an accredited college or university?

    2. Do you have an associate degree from an accredited college or university along with two (2) years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities?

    3. Do you have a four-year high school diploma, or its educational equivalent approved by a state's Department of Education or a recognized accrediting organization along with four (4) years of experience as described in question "2" above?

    4. Do you have a satisfactory combination of education and/or experience equivalent to that described in questions "1," "2," and/or "3" above?
