    Summary The Robert J. Dole VA Medical Center is seeking a highly qualified candidate for the Hospital Housekeeping Officer position in Wichita Kansas. Work Schedule: 8:00 am - 4:30 pm Monday - Friday Position Title/Position Description: Hospital Housekeeping Officer/PD# 09084-0 Financial Disclosure Statement: Required Responsibilities The incumbent is responsible for the day-to-day operation of the Environmental Management Service. This includes, but is not limited to, the following: Developing local policies, regulations, and policies pertaining to facility environmental management, as well as mission statements, performance standards and functional and organizational charts as they apply to the service. Evaluating new policies and directives to determine the impact on Environmental Management Services. Managing, planning, developing and implementing various Environmental Management Service-related projects and programs affecting the medical center, and its CBOCs and satellite operations. The incumbent is required to give technical interpretations of complex regulations to his/her staff as well as various services within the RJDVAMC system. Accurate interpretations of these regulations and directives are essential. Analyzing new or proposed legislation, directives or measures affecting Environmental Management Services, to determine the impact on medical center operations, funding, workload, and resources. Identifying and developing data required for use in the management and direction of these and related programs. Overseeing and providing technical expertise for the design, modification, operation and maintenance of the facility and infrastructure to ensure compliance with environmental management requirements. Overseeing the environmental management programs throughout the health care facility. The incumbent ensures compliance with all provisions and regulations of this program and initiates or completes corrective actions as needed. The incumbent is expected to actively share in the development and establishment of policies and procedures for quality control of environmental services and reduction of cross-infection problems as they relate to solid waste removal, linen handling, pest control, sanitary techniques and practices. The incumbent assists in conducting tests and experiments of housekeeping products and equipment to determine which are better and most cost effective. Developing, implementing and monitoring service-specific Customer Service Standards. Ensuring Environmental Management Service employees are trained in appropriate aspects of customer satisfaction, quality assurance and performance improvements. Developing management and /or evaluation plans, procedures and methodologies for improvement. Conducting studies of departmental and/or organizational performance and recommends changes in organization, staffing and work processes and procedures. Participating in formal and informal management sessions. Including policy review and advisory boards of committees whose functions are not limited to Environmental Management concerns. This broad advisory role involves direct participation (although in a staff capacity) in all major aspects of the overall general management of the medical center, including active participation in the making of management decisions that are related to general policy-setting matters and long-range program planning. The incumbent assures that the Environmental Management Service policies and processes are coordinated with other administrative services and supportive of clinical activities. Develops the need for and maintains awareness of available resources, and makes recommendations to Medical Center management regarding needs, distribution or redistribution of resources within Service. Managing the service-line budget, he/she exercises financial management responsibilities for all fund control points of the Service and develops workload and cost data for the preparation of the medical center budget in relationship to the fund control points. The incumbent will formulate annual budgetary information and forward such to the Chief Financial Officer. Incumbent provides leadership and guidance in determining the resource needs of all Environmental Management Service organizational elements. Develops both long- and short-range plans for Environmental Management Service by coordinating the administration needs of the Service. Incumbent is responsible for making and implementing decisions directly affecting patient care. Incumbent must adapt the principles, practices, processes, The incumbent provides direct supervision to employees under his/her administrative and technical purview; conducts periodic performance reviews, performance coaching and mentoring; and assigns work. These employees include shift supervisors, a training specialist, a Compensated Work Therapy (CWT) Lead, and a Program Support Assistant. Incumbent provides indirect supervision to EMS personnel, to include GS, WS, WL and WG-series employees, as well as 9 full-time CWT staff. The Individual Occupational Requirement for the Safety & Occupational Health Manager position is: Education Undergraduate Education: Major study -- chemistry or biological sciences, sanitary science or administration, institutional sanitation or administration, hospital administration, hotel administration, public administration, business administration, or other fields related to the position. Graduate Education: Major study -- public health or business administration with emphasis in hospital administration. OR Experience Specialized Experience (for positions above GS-5): Experience in two or more of the following areas, or other work related to the position to be filled: Experience that demonstrated a practical working knowledge of the basic principles of chemistry, biology, and bacteriology as applied to environmental sanitation, infection control, and to the choice and use of antimicrobial agents in the disinfection, sanitization, and/or sterilization of surfaces and equipment. Experience in laundry and linen management. Experience in interior design management. Experience that demonstrated a knowledge of waste management, including the requirements relating to hazardous, toxic, and infectious wastes and provisions for their final disposition. Experience that demonstrated a knowledge of pest management, including alternative methods of control and the selection and application of chemicals. Other: One year of formalized hospital administrative residency or internship in hospital administration or hospital housekeeping management is equivalent to 1 year of GS-5 level specialized experience. In addition to the IOR requirements you must meet the specialized experience below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Developing local policies, regulations, and policies pertaining to facility environmental management, as well as mission statements and performance standards; managing, planning, developing and implementing various Environmental Management Service-related projects and programs; managing the service-line budget and exercise financial management responsibilities for all fund control points of the Service and develops workload and cost data for the preparation of the medical center budget; develops both long- and short-range plans for Environmental Management Service; considerable knowledge of federal and state safety and occupational health, fire protection, industrial hygiene, and environmental laws, statutes, policies, regulations, standards, operational directives, and methodologies as well as knowledge of general clinical systems, programs, and practices.
