What you need to know
+ This position has the flexibility of a hybrid remote option with two days in San Antonio TTI office. This can be discussed further during the interview process.
+ The salary range for position is commensurate. Final salary will be determined based on the applicant's qualifications and experience.
Job Summary
The Texas A&M Transportation Institute’s Clean Energy Program is seeking a candidate with interdisciplinary expertise interested in applying their application development experience to clean energy and environmental research. The successful applicant will serve as the technical lead for multiple application development projects or services. Application development will support efficiency improvements for transportation management processes and related activities. Application development may further result in tools supporting interdisciplinary research activities related to transportation research at the intersection of energy and other utilities with the transportation infrastructure.
The successful applicant will provide technical oversight for the application of and compliance with technical standards and coordinate the technical activities of the development project team. The successful applicant will complete related technical reports and summaries for management and users, including project status reports, problem reports, and progress summaries. The successful applicant will perform development activities on externally funded projects and actively seek and obtain externally funded research projects by participating in research proposal development and outreach to sponsors. The successful applicant is expected to independently lead projects and work within collaborative teams on projects led by other Principal Investigators (PIs). Continued employment in this position is contingent upon the availability of funding and satisfactory performance.

Essential Duties
+ Serve as the lead technical liaison to clients and vendors and monitor client relations. (25%)
+ Develop and approve coding designs and coordinate the integration of multiple code designs to ensure compatibility. (25%)
+ Provide technical oversight and coordination for coding and data architecture design in accordance with established standards. (10%)
+ Oversee the process used to review and analyze software documentation and production results to facilitate problem resolution. (10%)
+ Create, evaluate, and approve application testing plans. (5%)
+ Answer questions and coordinate the technical guidance and training provided to application users, oversees consistency with design documentation, and participates in the development of system and programming standards. (5%)
+ Coordinate the evaluation of software products and programming languages and make recommendations based on the evaluation of software products and programming languages for their applicability to the system or project. (5%)
+ Collaborate with the project leader to develop work plans and time schedules for projects including outlining phases, identifying personnel, and computing equipment requirements. (5%)
+ Provide oversight and direction to student employees and junior staff. (5%)
+ Perform other duties as assigned. (5%)
Required Education & Experience
+ Bachelor’s Degree.
+ Five (5) years of related work experience.
Preferred Education & Experience
+ Master’s Degree in applicable field.
+ Experience with sponsored research in the area of transportation with an emphasis on interdisciplinary work related to transportation project development and delivery of state departments of transportation in the U.S.
Required Knowledge, Skills & Abilities
+ Ability to independently manage application development projects from inception to completion, including responsibilities such as sponsor coordination, budget tracking, and task progress tracking.
+ Ability to work independently, but collaboratively on multiple projects.
+ Ability to acquire, analyze and interpret data.
+ Ability to serve as technical and subject matter lead on development of research proposals.
+ Ability to work strategically with oversight from a Program Manager or senior staff.
+ Knowledge of project management, mentoring, negotiation skills, basic vendor relations, advanced client relations skills, proposal writing, business acumen, persuasive communication, team leadership skills, and quality assurance methodologies.
+ Excellent verbal and written communication skills in English.
+ Excellent analytical, interpersonal, and organizational skills.
Preferred Knowledge, Skills, & Abilities
+ Knowledge of the transportation project development and delivery process of state departments of transportation in the U.S.
+ Experience leading and managing small development teams.
+ Ability to design and implement scalable, efficient, and maintainable solutions.
+ Experience in full-stack development.
+ Experience with MVC architecture and three-tier application design.
+ Experience with Telerik UI controls or other modern UI frameworks.
+ Experience managing Azure Cloud Services resources.
+ Proficiency in data analytics and statistical analysis.
+ Proficiency with data modeling, database design, and SQL.
+ Proficiency using SQL Server technologies and relational database management systems.
+ Proficiency in ASP.NET framework, C#, Javascript, and related technologies.
+ Experience implementing repository and unit of work patterns.
