    Job Salary $55,825.44

     

    Job Summary: Under general supervision, provides analysis, research and technical expertise in a specific area of personnel within an organization. Assists with projects that have a significant impact to the agency.

     

    POSITION SPECIFIC DUTIES: The Workforce Planning Specialist supports strategic workforce initiatives by collecting, analyzing, and reporting workforce data to inform staffing decisions, talent development, and organizational readiness. This role assists in the execution of workforce planning strategies, including data modeling, succession planning support, and workforce assessments aligned with GDOT’s operational and strategic goals.

    Key Responsibilities:

    • Collect and analyze workforce data including staffing levels, turnover, retirement eligibility, skill gaps, and headcount trends.

    • Assist in developing forecasting models to predict workforce supply and demand across GDOT divisions.

    • Collaborate with HR and departmental staff to gather input for workforce planning assessments.

    • Maintain workforce dashboards and reports to track key metrics and progress against strategic plans.

    • Support the development and implementation of succession planning tools and career path frameworks.

    • Assist in identifying critical roles and competencies needed to meet current and future GDOT needs.

    • Help coordinate workforce planning meetings, documentation, and follow-ups with internal stakeholders.

    • Contribute to organizational studies focused on staffing structures, span of control, and workload alignment.

    • Conduct research on best practices in workforce planning and recommend process improvements.

    MINIMUM QUALIFICATIONS

    The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications.

    STATE ENTRY QUALIFICATIONS :

    • High School diploma/GED and two (2) years of job-related experience in Human Resources.

    • OR One (1) year of experience required at the lower-level HR Spec 1 (HRP020) or position equivalent.

     

    NOTE: An equivalent combination of knowledge, education, job or intern experience, training or certifications that provided the necessary knowledge and skills to successfully perform the job at the level listed may be substituted on a year over year.

    AGENCY SPECIFIC QUALIFICATIONS :

    • Bachelor’s degree in Human Resources, Business Administration, Public Administration, Analytics, or related field.

    • Two years of experience in workforce planning, HR analytics, or a related HR advanced/professional support function

    • Strong proficiency in Microsoft Excel and data visualization tools such as Power BI or Tableau.

    • Familiarity with HRIS systems and workforce data management practices.

    • Analytical mindset with attention to detail and accuracy in reporting.

    • Strong organizational, communication, and time management skills.

    • Excellent communication and interpersonal skills with experience successfully building relationships with peers to be viewed as a trusted resource for advice and guidance.

    • Ability to make sound and well-informed decisions with strong analytical problem solving and critical thinking skills.

    • Excellent facilitation skills and experience making presentations.

    • Ability to act objectively while coaching employees and leaders through issues that are complex, difficult, or sensitive in nature.

    • Excellent customer service skills with the diplomacy and professionalism to effectively respond and resolve internal and external customer needs.

    • Presents a professional image at all times.

    AGENCY PREFERRED QUALIFICATIONS:

    • Three or more years of experience in workforce planning, HR analytics, or a related HR support function in public sector or transportation experience preferred.

    • Possession of World at Work-CCP Certification or SHRM CP certification

    • Proficient in project management from idea to implementation through evaluation.

    • Knowledge of PeopleSoft HRMS, Workday, or similar employee management software.

    • Ability to adapt to changing priorities in a goal based and/or deadline driven work environment.

    IMPORTANT INFORMATION FOR ALL GDOT JOBS

In addition to the interview, the final selection is based on the applicant’s work history and performance (documented in HR and/or Office files), PeopleSoft/employee status (i.e. rehire code), employee performance reviews, personnel file review (HR & Office Files), criminal background check, employment reference checks (including references and commendations from Managers and other relevant documentation) and, for supervisory positions, demonstrated leadership skills based on past and current work history will be considered.

    Good Employment Standing:

    In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall e-Performance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
