    Reporting to the HR & HSE Director,

    JOB SUMMARY:

    The HSE Manager is responsible for the development, implementation, and oversight of Health, Safety, Environmental (HSE), and associated compliance programs at Unither Manufacturing’s Rochester site. This role supports all areas of the pharmaceutical CDMO operations including manufacturing, packaging, laboratories, and warehousing. In addition to leading traditional HSE functions, the role will manage site cleaning programs, security vendor operations, hazardous and non-hazardous waste management, and provide support for facilities maintenance activities. This position keeps informed of regulatory and industry standards and assists in the development of strategies and procedures to address changing trends.

    ESSENTIAL DUTIES / RESPONSIBILITIES:

    Leadership and Program Management

    •Lead and develop the HSE team including hiring, training, performance management, and scheduling.

    •Oversee regulatory compliance and continuous improvement of HSE systems and procedures.

    •Coordinate with internal stakeholders on new processes and facility changes to assess safety and environmental impacts.

    •This position manages the Employee Site Services Coordinator and maintains responsibility for services such as site cleaning, garments, pest control(?), and security.

    •Provides day-to-day supervision, workflow coordination, and performance management for staff, including scheduling, timekeeping, training, and corrective actions.

    •Oversees staffing decisions, employee development, and compliance with HR policies to ensure operational effectiveness and team growth.

    Health, Safety, and Environmental Compliance

    •Monitor and enforce compliance with federal, state, and local health, safety, and environmental regulations (e.g., OSHA, EPA, RCRA, DEC).

    •Lead industrial hygiene assessments and implement exposure control plans. (for your knowledge --- methylene chloride assessments will need to be done every 3 months (in case they ask during interview))

    •Maintain and report compliance data including EPCRA, RCRA, Sewer Use, Air Emission Registrations, and OSHA Logs.

    •Manage hazardous material reviews and risk assessments for new chemicals and processes.

    •Review all new chemicals, products, raw materials, etc. to be brought on-site to ensure compliance, worker safety and the protection of the environment.

    •Monitors external changes in law, policies, and practices to define and confront risk to employees and the business. Communicates regulatory requirements to employees effectively, identifies potential risks and takes mitigation actions.

    •Participates with development of new operations, processes, and procedures at the proposal, design, and build phases to assure consideration of technical HSE issues/hazards. Participates in the URS/Risk Assessment process as the key HSE stakeholder for all equipment and facility projects.

    •Participates in facilities changes by providing guidance that minimizes exposure of employees to occupational health and safety hazards and ensures the protection of the environment.

    •Manages appropriate health surveillance programs. Hazard recognition and abatement may include the administration of the following programs: air contaminants, bloodborne pathogens, ergonomics, hearing conservation, methylene chloride, respiratory protection, First Aid/CPR/AED and ventilation.

    Waste and Environmental Management

    •Oversee the site’s waste management program including collection, storage, labeling, documentation, and disposal of hazardous and non-hazardous waste.

    •Ensure vendor compliance with waste disposal regulations and documentation requirements.

    •Lead spill response and reporting, including emergency preparedness and drills.

    •Manage the site’s Integrated Spill Plan and ensures compliance with Chemical Bulk Storage requirements.

    Security Oversight

    •Manage contract security services including vendor selection, performance monitoring, and compliance with site security protocols.

    •Develop site security procedures aligned with pharmaceutical industry standards and cGMP requirements as needed.

    •Coordinate incident investigations and corrective actions related to security breaches.

    •Maintain the site’s Emergency Action Plan and Business Continuity Plan.

    Site Cleaning Management

    •Oversee execution and compliance of facility cleaning protocols, especially in GMP-critical areas.

    •Coordinate with third-party cleaning vendors and internal QA to ensure adherence to cleaning SOPs and cGMP requirements.

    •Implement continuous improvement initiatives for cleaning practices and documentation.

    Facilities Maintenance Support

    •Partner with the Facilities Maintenance department to support infrastructure maintenance planning and execution.

    •Provide HSE input during preventive construction activities.

    •Assist in evaluating facility conditions for compliance with safety and environmental standards.

    •Coordinate with facilities for any abatement or remediation work needed. (For your knowledge - asbestos and mold)

    Training and Engagement

    •Conduct and oversee HSE training programs including orientation, annual refreshers, and targeted interventions.

    •Provides compliance and best practice training on topics such as: Lock out/Tag out, Machine guarding, material handling, medical and first aid, PPE, operating powered industrial trucks, respiratory protection, confined space, bloodborne pathogens, ergonomics, fire prevention, hazard communication, hearing conservation, fall protection, electrical safety, asbestos awareness, accident reporting, waste handling/storage, chemical spill response and emergency preparedness.

    •Develops and conducts training for any change in regulations or HSE site procedures as needed.

    •Ensure MERT training and emergency response readiness.

    •Promote a safety-first culture through communication, campaigns, and recognition programs.

    •Demonstrates an understanding of the objectives of the business by recognizing the goals of the leaders he/she supports, their priorities, and the issues that concern them. Offers suggestions on HSE strategies that could improve performance in their areas and proactively mitigates potential risks.

    •Collaborates with organizational functions to facilitate trend identification, develop and implement solutions, and improve existing processes. Uses consensus-building techniques to resolve conflict and obtain agreement on HSE issues affecting stakeholders with differing views.

    Incident Management

    •Lead or participate in investigations for all safety, environmental, or security incidents.

    •Ensure root cause analysis and corrective action implementation.

    •Track incident trends and develop preventative programs.

     

    Your profile

     

    Education and Experience

     

    Bachelor’s Degree in Environmental Science, Occupational Health & Safety, Industrial Hygiene, or related field required.

     

    Professional certifications (CIH, CSP, CHMM) preferred.

     

    7+ years of progressive HSE experience in a manufacturing environment; pharmaceutical industry experience preferred.

     

    Familiarity with sterile processing and potent compound handling highly desirable.

     

    CIH, CSP or CHMM preferred

     

    Previous experience with sterile processing desired.

     

    Must possess and continuously maintain valid First Aid/CPR/AED certifications.

     

    Must have experience in all elements of a successful ergonomics program.

     

    Must have experience in compiling data and report preparation necessary for regulatory reports including but not limited to: EPCRA, RCRA, Sewer Use, Air Emission Registrations, CBS, OSHA Log, etc.

     

    Skills and Competencies

     

    Strong knowledge of OSHA, EPA, NYS DEC, DOT, and pharmaceutical GMP standards.

     

    Experience managing hazardous waste and working with external environmental and security vendors.

     

    Ability to lead cross-functional teams and influence safety culture at all levels.

     

    Skilled in data-driven decision-making, root cause analysis, and continuous improvement.

     

    Excellent communication and training facilitation skills.

    PHYSICAL REQUIREMENTS/ENVIRONMENT:

    Must be able to work at a computer work station for extended periods of time.

     

    Must be able to qualify for the use of a full face and supplied air respirator and be able to don necessary PPE such as safety glasses, safety shoes, hearing protection and chemical protective suits (tyvex).

     

    Traditional office environment, with frequent visits to other areas of the facility, including production areas, loading docks, maintenance areas and laboratories.

     

    Sitting ~40% of the day; standing or walking ~60%.

     

    Lifting requirements are slight and occasional but up to 50 lbs.

    SCOPE OF DECISION-MAKING:

    Decisions require complex analytical judgment. Plan and perform a wide variety of duties requiring general knowledge of company policies and procedures applicable within area of responsibilities and including their application to cases not routinely covered. Requires considerable judgment to work independently toward

    LEVEL OF SUPERVISION PROVIDED:

    Responsibility, including performance assessments, of 1 – 10 employees.

    Regular inside and outside the organization: Require regular contact with subordinates and/or other departments, with occasional contacts with individuals outside the organization. Also includes jobs with regular customer/client contacts

     

    Compensation range

     

    120,000.00 - 135,000.00 USD

     

    *The referenced compensation range represents the minimum and maximum compensation for this job. Individual annual salaries/hourly rates will be set within the job's compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations.
