    Position Summary:

    The Director of U.S. Government Compliance (USG) will operate with a high level of independence to formulate and lead the company's global USG integrity and compliance program under the direction of the VP of Audit, Compliance, and ERM. This role is responsible for overseeing Parker's USG Compliance program across all global operations, assessing regulatory changes that may impact the company's government-regulated business, and ensuring the necessary adjustments to compliance policies to mitigate risks.

    Reports to:VP, Audit, Compliance and ERM.

    Works with:

    + The network of Compliance Officers to ensure proactive compliance with all U.S. Government compliance initiatives.

    + A variety of Corporate Staff functions (e.g., Legal, Finance & Accounting, External Reporting, Internal Audit, Marketing, Human Resources, Environmental Compliance, Security, etc.) to ensure that business integrity and U.S. Government compliance initiatives are fulfilled throughout the global organization.

    + Division General Managers and senior leadership teams of all divisions performing Government funded work to ensure an on-going, properly aligned and sustained program.

    Supervision:

    + Direct the daily activities of the Senior USG Compliance Managers.

    + Supervise outside consulting specialists that may be required on specific compliance and/or ethics initiatives.

    + Assess organizational needs and make recommendations for staffing adjustments.

    Essential Functions:

    + Lead USG Compliance Program: Direct the implementation and management of Parker’s USG Compliance program across all global operations.

    + Regulatory Assessment and Communication: Monitor changes in key regulations impacting USG contracts, ensuring timely communication to operations and necessary adjustments to USG compliance policies to mitigate risks.

    + Facilitate Compliance Officer Forums: Design and implement forums to communicate program expectations and share best practices among compliance officers.

    + Conduct Reviews and Audits: Plan and participate in reviews of Parker’s USG activities, providing support for third-party audits and ensuring compliance with established standards.

    + Cross-Functional Liaison: Collaborate with Legal, Audit, and other corporate functions to enhance compliance effectiveness and maximize business value.

    + Industry Representation: Represent the corporation in industry associations, aggregating initiatives and policy directions that align with corporate interests.

    + Benchmarking and Best Practices: Engage with peers at other organizations to share insights and improve compliance practices through benchmarking.

    + Stakeholder Engagement: Interface with key customer and government personnel to support various compliance initiatives.

    + Consultant Coordination: Lead initiatives involving external consulting specialists as they arise, ensuring alignment with compliance objectives.

    + Policy Development and Communication: Develop, establish, and communicate corporate policies mandated by USG contracts and domestic civil aviation sales, ensuring they are applicable globally across all divisions.

    + Continuous Compliance Monitoring: Oversee the corporation’s government contract and civil aviation compliance program, ensuring its effectiveness and relevance through regular assessments and updates.

    + Mentorship and Training: Mentor division leadership to enhance understanding of government contracting requirements and compliance strategies, promoting a culture of ethical and lean practices consistent with Parker’s Win Strategy.

    + Government Practices Manuals (GPMs): Develop and maintain the Corporate GPMs, which serve as the singular corporate policy media for all Parker USG government contracting operations worldwide, ensuring timely updates and the inclusion of core corporate policies.

    + Self-Assessment Validation Reviews (SAVRs): Provide leadership for SAVRs at primary Government Contracting and Civil Aviation divisions to ensure compliance with GPM policies and regulatory requirements.

    + Quarterly Reporting: Prepare and submit the quarterly Government Contract Issues Report to the Corporate Disclosure Committee, assessing issues raised by operating units for visibility and necessary disclosures.

    + Assess changes to key regulations that could impact the company's USG funded business, communicate same to operations, and ensure adjustments to the overall Corporate USG Contract Compliance program and policies to mitigate related risks.

    Qualifications/Requirements:

    + Educational Background: Bachelor’s degree required; advanced degree strongly preferred (i.e., MBA).

    + Extensive Experience: Minimum of 20 years of progressive managerial and leadership experience in corporate compliance, government contracting (including cost-reimbursable and firm-fixed-price contracts), and civil aviation in manufacturing operations.

    + Visionary Leadership: Ability to develop and implement strategic initiatives that enhance the company’s global business integrity and compliance program.

    + Comprehensive Knowledge: Extensive understanding of business management, operations, engineering, legal compliance, and finance/accounting principles.

    + Expertise in Key Areas: Proven experience in ethics, compliance, contract and program management, product integrity, quality assurance, engineering/design management, accounting and finance, pricing and estimating, and procurement operations.

    + Adaptability in Complex Environments: Ability to thrive in a challenging and technically complex business environment with minimal direction and oversight.

    + Strong Communication Skills: Exceptional written and verbal communication abilities, with a talent for persuasive negotiation and clear instruction of complex technical subjects to diverse audiences.

    + Project Leadership: Demonstrated success in leading multiple major initiatives and special projects that drive results and align with corporate objectives.

    + People Management: Proven ability to lead and achieve results through direct reports and cross-functional teams, fostering a values-based ethical work culture.

    + Effective Engagement: Capable of communicating effectively at all organizational levels and with external stakeholders, including government entities, customers, suppliers, and industry groups.

    + Proactive Orientation: Maintain a positive, "can-do" attitude in executing all essential functions.

    + Travel Requirements: Moderate travel required.
