Job Descriptions:
Sigmatech, Inc. is seeking highly qualified and motivated Deputy Program Manager (DPM) in support of a Cyber Training Government Customer based in the National Capital Region. This position requires the ability to manage a contract in the following areas: tasks, staffing, financials, transitions, security, and data. The candidate will be an alternate point of contact between the Government Customer’s Contracting Officer Representative (COR) and Sigmatech, Inc. leadership and will need to be comfortable working at the executive level. This is an exciting opportunity to lead a group of professionals in supporting a highly critical mission for the Government Customer.
Responsibilities
The DPM will primarily support the PM and will frequently interface directly with the Government Customer and COR on behalf of the PM. Working independently, or as part of a diverse multi-disciplined team, the DPM will:
+ Deliver and maintain 36 discrete variables with variable schedules and recurrences to include an annual Project Management Plan (PMP).
+ Maintain a close working relationship with the Government Customer’s Contract Program Manager (CPM) to discuss work progress, concerns, issues, risks, schedule status or changes, priorities, contract hours, and any other matters related to contract performance.
+ Incorporate any subcontractor’s cost, schedule, and technical performance as part of the contract reporting requirements.
+ Deliver a Status Report and a contract Monthly Status Review to the COR.
+ Provide the appropriate skill mix of technically qualified, cleared staff to perform tasks needed to support Government Customer.
+ Submit timely and accurate invoices to the Government Customer.
+ Update and manage contract transitions plans, when applicable.
+ Ensure all contractors and subcontractors have appropriate clearances and are approved to handle classified information.
+ Any other tasks closely associated with the performance of duties listed above and in the associated Performance Work Statement (PWS).
Required Experience:
Required Qualifications
+ Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) eligibility.
+ A minimum of five years’ experience (with at least one year having occurred in the past five years) managing a contract/TO or program of similar scope to requirements identified.
+ A minimum of five years’ experience in scoping, designing, executing, monitoring, and evaluating projects related to the scope of the contract.
+ Bachelor’s degree or higher from an accredited college or university.
+ Experience managing a geographically dispersed workforce.
+ Project Management Professional Certification and/or DAWIA PM Certification.
+ Experience with the development of cyber-related training courses and curriculum and/or delivery of cyber-related training in the DoD.
+ Excellent organizational skills; ability to plan, track, and maintain due dates for multiple tasks and products central to the organization’s business processes.
+ Exemplary writing and editing skills.
+ Strong attention to detail.
+ Ability to adapt to rapidly changing work environments while maintaining flexibility and versatility.
+ Experience working successfully with senior executives at multiple organizational levels.
+ Demonstrated proficiency with using Microsoft Office and other standard computer applications.
+ Experience fostering stable and productive working relationships that communicate expectations and promote cooperation.
+ Experience communicating effectively and concisely using a variety of styles and techniques appropriate to the audience.
+ Ability to work collaboratively with personnel at all levels of the customer organization to deliver results; strong networking, interpersonal, and customer service skills are key.
+ Academic Program Oversight: Lead the academic execution of DC3/CTA training programs, ensuring all curricula, instructional materials, and learning strategies meet or exceed standards defined in the Performance Work Statement (PWS) and align with DoD cyber mission needs.
+ Faculty and Instructor Management: Provide leadership and guidance to government and contractor instructors, supporting hiring, credential validation, mentoring, and performance evaluation in coordination with the Program Manager and Government Training Leads.
+ Curriculum Integrity and Innovation: Oversee the lifecycle of CTA curriculum development—from Course Requirement Document (CRD) initiation through instructional delivery and assessment—ensuring content remains current, operationally relevant, and instructionally sound.
+ Quality Assurance and Compliance: Drive the implementation of academic quality standards and contribute to the CTA’s Assess and Improve process, using student feedback, instructor input, and stakeholder reviews to ensure consistent excellence in training delivery.
+ Stakeholder Engagement: Serve as a primary academic liaison with DC3 leadership, external partners, and interagency stakeholders to align training objectives with national cyber priorities and support collaborative curriculum efforts.
+ Student Development and Learning Outcomes: Promote learner success through oversight of assessment practices, outcome tracking, and instructional rigor, ensuring graduates are mission-ready and meet certification or qualification standards as defined in the PWS.
