    Position Responsibilities:

    The Bureau of Boilers within the Office of the State Building Inspector is responsible for administration and enforcement of the Connecticut Safety Code for Boilers and Hot Water Heaters. This position will be responsible for performing inspections for boilers that are not inspected by insurance companies. This position is based out of the team's main office at 450 Columbus Boulevard in Hartford and will perform boiler inspections throughout Connecticut.

    As a Boiler Inspector with the State of Connecticut, you will:

    + Conduct detailed inspections of boilers and pressure vessels to ensure compliance with state regulations and safety standards

    + Identify potential risks and flaws in boiler systems and provide actionable recommendations to address these issues

    + Maintain accurate and detailed records of inspections, findings, and any corrective actions taken

    + Collaborate with other state departments and collaborators to ensure seamless communication and effective resolution of any boiler-related concerns

    + Provide expert advice and mentorship on boiler maintenance and safety practices to facility managers and other relevant personnel

    + Take part in training and professional development opportunities to stay up-to-date with industry standards

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In the Office of the State Building Inspector this class is accountable for inspecting steam boilers for compliance with state laws, codes and regulations.

    EXAMPLES OF DUTIES

    + Performs internal and external inspections of boilers;

    + Witnesses hydrostatic tests on boilers;

    + Examines piping systems;

    + Inspects for presence of cracked, burned or bagged tubes;

    + Examines boiler accessories;

    + Inspects repairs and replacements of steam boilers;

    + Consults with boiler repairers and approves type of repairs to be made;

    + Writes reports and recommends abatements;

    + Testifies at hearings and in court;

    + May collect overdue fees for boiler operating certificates;

    + Performs related duties as required.

    KNOWLEDGE, SKILL AND ABILITY

    + Knowledge of

    + methods and procedures used in manufacture and operation of all types of riveted and welded steam boilers;

    + relevant state laws, statutes, regulations and American Society of Mechanical Engineers codes;

    + inspection methods and techniques;

    + Skills

    + interpersonal skills;

    + oral and written communication skills;

    + Ability to

    + compute allowable pressure and strength requirements using standard formulas;

    + read technical drawings, designs and specifications;

    + utilize computer software.

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Five (5) years of experience in the construction, installation, repair and maintenance of steam boilers.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    College training in mechanical engineering or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

    PREFERRED QUALIFICATIONS

    + Experience performing boiler inspections on behalf of an insurance company

    + Experience with the Jurisdiction Online inspection software or other boiler inspection software

    + Experience using Microsoft Office Suite applications or software including Outlook and Word

    SPECIAL REQUIREMENTS

    + Incumbents in this class must possess at time of appointment and maintain during employment a National Board of Boiler and Pressure Vessel Inspectors or a current Connecticut license in one of the following categories: S-1, S-2, S-3, or S-4.

    + Incumbents in this class may be required to travel.

    + Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

    WORKING CONDITIONS

    Incumbents in this class may be exposed to moderately disagreeable conditions and some risk of injury.
