Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for USACE for Real Estate Personnel to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as Realty Specialist for the acquisition, leasing, management, and/or disposal of properties for civil and military works projects. Responsibilities At the GS-09 grade level, the duties are developmental in nature leading to the full performance level of GS-1170-11. The duties are described at the GS-11 level. Obtain leases of real property required within the civil and military boundaries of the Hawaii District. Coordinate work with other real estate elements and with other Divisions within the District. Conduct negotiations for the acquisition of real estate for civil and military projects within the boundaries of the Hawaii District. Conduct compliance inspections of out-granted property to determine whether terms of the document are being met. Perform disposal of excess military and civil property, researching records, resolving problems, and preparing a complete, coordinated disposal package for submittal to General Services Administration and monitoring progress of the disposal. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience for GS-09: One year of specialized experience which includes 1) researching real estate/property data, documents, and regulations AND 2) preparing real estate/property documentation. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Real Estate, Law, Business Administration, or a related discipline. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Specialized Experience for GS-11: One year of specialized experience which includes 1) researching real estate/property data, documents, and regulations AND 2) preparing real estate/property documentation AND 3) assisting with the processing of various real estate actions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Real Estate, Law, Business Administration, or a related discipline. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Salary includes applicable locality pay or Local Market Supplement. Salary Details: GS-09: $63,800 - $82,938 per year; GS-11: $77,192 - $100,344 per year Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. This position is developmental to the GS-11. Selection may be made at any of the advertised grades. If selected at the GS-09 level, there is non-competitive promotion potential to the GS-11 level. Career ladder promotions are not guaranteed. An employee can only be promoted when he/she demonstrates ability to work at a higher level, and when the promotion is in line with the agency's authorized ceiling and staffing policies. Additionally, the decision to promote lies with an authorizing official, who makes that determination based on a number of factors. It will be used to fill immediate and future vacancies. There may be multiple cut-off dates with the first being 24 June 2025. Additional cut off dates may be established as needed until all vacancies have been filled.
