Fire, EMS and Hazmat Intelligence Analyst Summary Serve as an intelligence analyst within the Commonwealth Fusion Center supporting public safety and securityoperationstoFireServices,HazardousMaterials(Hazmat)Response,andEmergencyMedical Services (EMS) in the Commonwealth. The incumbent will work in conjunction with law enforcement to process and analyze incoming information from multiple sources to develop valuable intelligence and situational awareness services to the public safety community in the Commonwealth. Duties and Responsibilities 1. Maintainsituationalawarenessoflocal,national,andinternationalevents/incidentsforanyimplicationstothefire service and the Commonwealth. 2. Monitoropen-source,FireServices,HazardousMaterials(Hazmat)Response,EmergencyMedicalServices (EMS) andsensitive communications to maintain awareness of threats, trends and critical information inmulti-jurisdictionalpublicsafetydomains. 3. Processincomingrequestsforinformationinatimelyfashionanddocumentallactivityinthedesignatedsystem. Work closely with emergency response agencies, law enforcement, government organizations, and other stakeholders to share intelligence, coordinate response efforts, and facilitate information exchange. 4. Evaluateopen-sourceinformation,firedepartmentreporting,andotherpublicsafetyreportingtoidentifyactivity that is reasonably indicative of pre-operational planning associated with terrorism or other criminal activity. 5. Understandinternalprocessesforvettingsuspiciousactivityreports. 6. Utilizetheintelligencecycletoanalyzeinformationanddatafrommultiplesourcesincludingintelligence,law enforcementandfiredepartmentreportingandopen-sourceinformationtoassistintheinvestigationofcriminal activity, to develop actionable intelligence and to ensure the public safety of the Commonwealth. 7. Assesstheseverity,scope,andpotentialimpactofincidentsbyanalyzingavailabledataandintelligencereports. Identify emerging trends, patterns, or risks that could affect the fire services, EMS, and Hazmat efforts. 8. Collect and rapidly assimilate information based on deductive and inductive reasoning to formulate recommendations;prepareintelligencereportsbywritingsummariesanddetailedanalysesanddevelopingrelated charts, graphs, matrices, tables, maps and other illustrative exhibits in order to present and organize information, support findings and conclusions, and substantiate recommendations. 9. Analyzethepotentialforfuturethreatsorhazardsbasedonthecurrentthreatlandscapeandhistoricaldata. Provide predictive intelligence to help agencies proactively plan and prepare for potential emergencies. 10. Performliaisondutiesforintakeandoutreachwithfederal,state,localandprivatesectorentities,withinthe publicsafetyandhomelandsecuritycommunitiestobuildrelationshipsonbehalfoftheagencyandsecretariat. 11. Attendmeetingsandconferencestoobtainordisseminateinformationandtoreceiveorshareinformationwith thosewhohaveaneedtoknowandrighttoknowandpromoteservicestoencouragetheexchangeofintelligence information between public safety agencies. 12. Adhere to prevailing state and federal laws and policies regarding the handling of criminal offender record informationanddocumentclassificationmarkingsincludingsensitivebutunclassifiedandclassifiedinformation. 13. Determine authorization of requesters to receive convicted offender information, intelligence and other confidentialorsensitiveinformationandcollectanddisseminateinformationinaccordancewithapplicablelaws, acts, regulations, rules, policies, and guidelines. 14. Exerciseprofessionaljudgmentanddiscretioninthedisseminationoforalandwrittencommunicationinorderto safeguard confidential information. 15. Understand and share intelligence about the appearance, potential hazards, packaging, and properties of various illicit drugs to assist first responders in recognizing and safely handling substances encountered at emergencyscenes.Thisincludesknowledgeaboutcommonstreetnames,syntheticcompounds,andadulterants that may be present in illicit drugs. 16. Provide training and support to fire services, hazmat response, and EMS personnel on suspicious activity reporting,intelligencegathering,andbestpracticesforincorporatingintelligenceintooperationaldecision-making. 17. Maintainaccess,adaptability,andproficiencyinallrequiredtools,technologies,andresources;attendmeetings and undergo training to remain current on job-related procedures. 18. Contributetothedevelopmentandmodificationoftrainingcurriculaand/orcontentandmaterialsandadminister specialized training programs. 19. Facilitatestakeholdermeetingstocollectreportingrequirementsandintelligenceneeds. 20. Performrelateddutiesasrequired. Qualifications 1. Knowledgeofbothstrategicandtacticalintelligenceproductsandhowtocreatethem. 2. Abilitytousereasonedargumentstosupportassertionswithdataandanalysisandtoanalyzeinformation from disparate sources to produce a clear and concise intelligence product. 3. Abilitytopresentinformationonawidevarietyoftopicsthroughpresentations,trainingsandbriefings,to audiences of various sizes, both in person and via telecommunications solutions. 4. Knowledgeoftheapplicablelaws,rules,policiesandguidelinesforinformationandrecordsmanagement within the intelligence domain. 5. Ability to exercise sound judgment and foster collaborative and cooperative relationships with colleagues, superiors and subordinates within the work environment. Ability to exercise professional judgment and discretioninthedisseminationoforalandwrittencommunicationinordertosafeguardconfidentialinformation. 6. Abilitytoremaincurrentonjob-relatedprocedures,adapttonewtechnologies,andmaintainaccessand proficiency in required tools, technologies and resources. 7.
