Basic Function
The Progressive Internship program is a partnership between Saint Paul College, Metropolitan State University and Ramsey County. The program is structured to provide a two-year experience across a student's transfer from Saint Paul College into a four-year program at Metro State. During this time, interns will have the opportunity to gain work experience in a local government setting through different projects of progressive difficulty. Interns will also have a chance to interact with other students in the program and expand their network within Ramsey County government.
ONLY CURRENT STUDENTS FROM ST. PAUL COLLEGE OR METROPOLITAN STATE UNIVERSITY MAY APPLY/WILL BE CONSIDERED.
Ramsey County is seeking talented students to utilize their unique skillsets and passion of serving the community through learning and contributing to challenging, real-work opportunities. There are currently 4 progressive internship opportunities in the following departments. Internships are planned to begin in June 2025 and last over the course of one to two years (up to 750 hours). Interns typically work 10 -20 hours per week.
+ Communications and Public Relations – Digital Communications Intern (1 intern)
+ This internship will provide opportunities to gain work experience in the areas of strategic communications, visual design including graphic design, digital marketing including website, public relations, and organizational/internal communications. Students seeking degrees in communications, web design or development, information systems or marketing are encouraged to apply.
+ Enterprise Services – Navigation & Customer Service Intern (2 interns)
+ This internship will focus on projects related to community engagement and resident assistance as well as tracking processes. Interns will learn and experience working with multiple departments, programs, and community resources to serve Ramsey County residents and gain experience working with and serving diverse populations within Ramsey County.
+ Mental Health/Social Services – Administrative and Research Support Intern (1 intern)
+ This internship offers a unique opportunity to explore careers in social work, corrections, and victim/witness support while building valuable skills in communication, research, and case coordination in a professional setting. As an intern, you will engage directly with clients by answering and directing phone calls, assist with tracking and researching various case situations, send case-related notifications to mental health staff and clients, support administrative tasks such as capturing meeting notes and managing documentation, and learn to navigate the Social Services Information System (SSIS) by helping open and manage work groups. This service-oriented role is ideal for someone who enjoys problem-solving, working with people, and gaining insight into real-world mental health systems.

As a student intern, to perform designated duties as assigned in accordance with the student’s educational program and the needs of the department to which the student is assigned; and to perform related duties as assigned.

Examples of Work Performed
This job class is limited to students in post-secondary schools. Duties are designed in light of the student's educational program in order to provide work experience that meets the department’s needs and complements the student's educational program.
Work is performed under the guidance of designated staff. Specific work assignments depend on the terms of the student's educational program and the department to which the student is assigned, and may include duties such as:
• Data collection and analysis;
• Documentation of findings;
• Preparation of written materials;
• Participation with departmental staff in discussions, program design and program implementation.
Minimum Qualifications
Education: Must be a student at Saint Paul College or a transfer student from Saint Paul College now studying at Metropolitan State University. Students must have completed the first year of college by the time the internship starts (at least 24 credit-hours of academic coursework).
Experience: None.
Preferred: Interest in local government and public service with the ability to work independently, relate to members of the public, and ability to perform accurate and consistent work. A vehicle is preferred for positions that require frequent travel to various sites.
Other: Employment as a Student Intern will end upon graduation or upon failure to remain enrolled in school. Employment may continue for up to six months after graduation if approved.

This is an unclassified, at-will position, holding a confidential relation to the department head or elected official. This position requires an open screening and selection process. There is no exam for this unclassified, at-will, position. All applicants who meet the minimum qualifications will be forwarded to the department for consideration. The department may choose to interview any candidate on the eligible list.
Definition of Unclassified from the Ramsey County Personnel Act:
Subdivision 1. General. "The appointing authority may discharge employees in the unclassified service with or without cause. Employees in the unclassified service have no right to a grievance appeal from discharge or other disciplinary action under sections 383A.281 to 383A.301. An employee in an unclassified position shall not have tenure but shall be entitled to all benefits associated with tenure such as vacation leave, sick leave, health insurance, and other benefits as determined by the county board."

However, making false statements or withholding information will cause you to be barred from employment, or removed from employment.
E-Verify Participation: Ramsey County participates in the federal E-Verify program. This means that Ramsey County will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization. If the Government cannot confirm that you are authorized to work, Ramsey County is required to give you written instructions and an opportunity to contact DHS and/or the SSA before taking adverse action against you, including terminating your employment.
