THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $62,868.00 - $72,298.00
The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.
The ACS Division of Financial Services (DFS) is responsible for supporting, planning, implementing, and monitoring the fiscal functions of the agency in accordance with City, State and Federal guidelines. The work of DFS includes managing the ACS budget; submission of monthly claims for revenue; processing of payments to provider agencies and vendors; monitoring the financial health of provider agencies through financial review and audits; maintenance of the ACS bank accounts; centralized oversight of ACS Child Welfare financial eligibility; and data maintenance for financial systems of record.
The Budget Department within DFS maintains and tracks the agency's Expense budget, Capital budget and Personnel Services budget. It works closely with Divisions and ACS executive management to ensure that agency priorities and initiatives are adequately funded.
The Budget team oversees budget development and management of ACS programs, new needs, Program to Eliminate Gap (PEG’s), and Surplus/Needs analysis and projections. Budget handles the review and approval of staffing actions, budget modifications, and amendments; tracks Office of Management and Budget (OMB) budget allocations by program and funding source; monitors line-item expenditures, performs financial analysis and expenditures forecasts, including enhancement of forecasting methodologies; and maintains availability of budget funds for payments to be processed in the Financial Management System.
The selected candidate will perform forecasting and data modeling using appropriate methodologies, evaluating data patterns, monitoring key performance metrics, performing root cause analysis, building, and analyzing dashboards and reports, building relevant data sets to for exploratory analysis, and evaluating and defining metrics.
Reporting to both the Director of Personnel Services (P.S. Budget) Other Than Personnel Services (OTPS) and the Budget Analyst will be responsible for the following duties:
- Serve as a PS & OTPS Budget Analyst for ACS programs on various Budget related issues.
- Liaise with program managers to coordinate submission an approval of staffing actions and relate documentation.
- Utilize various data sources for research and analyses of pending staffing actions.
- Review and approve staffing actions in NYCAPS and SharePoint systems.
- Maintain New York City Automated Payroll System (NYCAPS) and an internal Microsoft SharePoint Log that records all staffing actions and run NYCAPS reports.
- Participate in cyclical OMB related technical exercises concerning budget development (including new needs, PEGs, and surplus/needs), budget modifications, and expenditure monitoring functions for the ACS budget
- Respond to requests from ACS Programs in a timely, courteous, professional, and accessible manner.
- Provide authoritative interpretation of complex problems and make recommendations on necessary updates to the divisional budget management and staffing actions procedures.
- Generate statistical reports and track various initiatives.
- Forecast expenditures and perform substantive financial analysis as needed.
- Maintain availability of sufficient budget funds for payments to be processed within the city-wide Financial Management System (FMS).
- Assist programs in preparation of planning documents required for funding of program initiatives.
- Prepare reports, perform analyses, and review funding for the assigned programs.
- Serve as a team player with the ability to work under rigorous deadlines. Ability to partner with data teams within the Division of Finance and other ACS units, as needed.
- Assist with special projects as needed.

Qualifications
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
