    Position Summary

    Lincoln County Community Justice is hiring for a new Parole & Probation Office to join their team. This person will i nvestigate, supervise, counsel and direct adult offenders consistent with the agency mission, statutory requirements, and the offender conditions of supervision established by releasing authorities. Duties are performed consistent with ORS 137.630.

     

    Essential Functions/Major Responsibilities

    JOB FUNCTIONS

    Enforcement, intervention, and control:

    + Arrest, detain, search, and transport offenders.

    Investigation:

    + Provide investigative services regarding offenders placed in the community by releasing authorities.

    + Make court appearances and provides testimony.

    Case planning:

    + Conduct assessments to determine offender risk/needs and case planning.

    + Maintain chronological case histories.

    Offender accountability:

    + Monitor offender compliance and progress.

    + Collect urine samples for testing.

    + Visit offenders in home and in the field.

    + Transport offenders.

    System coordination:

    + Coordinate treatment, housing, and community resources to assist offenders.

    + Prepare legal documents and provide court testimony.

    + Act as liaison with the public, Parole Board, LSA, FTO, law enforcement, and other agencies.

    + Provide community education and interacts with community partners and other law enforcement.

    + Coordinate treatment and community referrals for services.

    + Trains other Probation Officers (PTO) as needed.

    Record accuracy:

    + Enter offender data through the statewide CIS/OMS system.

    + Maintain accurate and complete case files.

    + Prepare reports.

    Typical Qualifications

    Minimum Education Level

     

    Bachelors

     

    Minimum Experience Level

     

    None

     

    Substitution Note: A satisfactory combination of education, experience, and/or certified law enforcement training; or 2 years’ experience in a criminal justice setting may be substituted for education on a per year basis. We are seeking dedicated professionals with backgrounds in social work, behavioral health, or community supervision to join our team as Parole Officers. Candidates with experience in case management, reentry support, or probation coordination are encouraged to apply. A satisfactory combination of education, experience, and/or certified training may substitute for traditional law enforcement experience.

     

    A satisfactory combination of education, experience, and/or certified training; or 2 years' experience in a role involving monitoring individuals, ensuring compliance with legal requirements, and providing support for rehabilitation such as:

    + Criminal justice setting

    + Community Supervision Officer

    + Correctional Case Manager

    + Reentry Specialist

    + Probation Support Coordinator

    + Law Enforcement Liaison

    + Social Worker

    + Behavioral Health Caseworker

     

    Certifications

     

    Be able to acquire LEDS and CIS certification.

     

    Driver’s License

     

    Oregon Driver's License required within 30 days of hire.

     

    Other Licenses

     

    Ability to pass and maintain DPSST Certification and firearms certification

     

    Desirable Qualifications: Prior experience in the criminal justice field.

    Knowledge of:

    • Oregon Revised Statutes

    • Use of Force

    • Offender Sanctioning Grid

    • Motivational interviewing techniques

    Skill or ability to:

    • Maintain CJIS clearance.

    • Be sworn and certified Parole and Probation Officer. Maintain required training to keep certification.

    • Physical capability to interact combatively with offender.

    • Hold firearms certification.

    • Convey information, ideas, and facts both orally and in writing to supervisors, colleagues, and individuals, inside and outside the county, using language and a format the audience will best understand.

    • Utilize computers and other technology to communicate in written and verbal forms (e.g., word processing, texts, emails, spreadsheets, department-specific software).

    • Effectively relate well with others, including supervisors, colleagues, and individuals inside and outside the county. Exhibit a professional manner in dealing with others and working to maintain constructive working relationships.

    • Take personal responsibility for the quality and timeliness of work. Show up to work on time, and follows instructions, policies, and procedures. Meet productivity standards, deadlines, and work schedules.

    Lincoln County offers a comprehensive benefit package including vacation, holiday, and sick leave as well as medical, dental, vision which is paid at 90% by the County and 10% by the employee. Other fully paid benefits include life, AD&D, long-term disability insurance. Other optional insurances are available. A 401K retirement plan is also provided. The County's current contribution rate is 11%.

     

    Regular and Trial Service employees working between 20 - 39 hours per week on a regular basis are eligible for pro-rated employee benefits.
