    Human Resources

     

    The Human Resources department at the CSU Health Network is dedicated to promoting a culture that is characterized by diversity, equity, inclusion, integrity, service, open communications, employee engagement, and mutual respect. The HR staff works closely with leadership to develop and implement solutions, policies, programs and processes that support initiatives of the CSU Health Network. The HR staff provide a full range of services to all employees that include talent management; onboarding and orientation; payroll and compensation; leave management; training and organizational development; employee relations; policies and procedures interpretation, and performance management. All efforts adhere to lawful, ethical and equitable standards. The HR department provides services between the hours of 8:00 am – 5:00 pm Monday-Friday, providing attractive work schedules for staff.

    Position Summary

    The Human Resources Specialist develops collaborative working relationships with supervisors and employees in the Health Network to deliver confidential consultation, training, and support relating to human resources programs, processes, and systems. Responsibilities include position description creation and modification; recruitment and selection; payroll reconciliation (time and leave administration); HR reporting; Conflict of Interest facilitation; policy interpretation; organization, division and CSU project support; employee education and training; employee onboarding and offboarding; personnel file management; records retention according to CSU and federal regulations; and other HR administrative services.

     

    The Human Resources Specialist reports directly to the Senior Human Resources Manager at the CSU Health Network.

     

    Required Job Qualifications

    Education/ Experience

    + Three years of progressive experience providing Human Resources services, supporting programs, processes, and systemsOR;

    + Associate’s degree in Human Resources, Communications, Business Administration, or related field and two years of Human Resources experienceOR;

    + Bachelor’s degree in Human Resources, Communications, Business Administration, or related field and one year of Human Resources experience

    + At least one year of experience with time tracking and leave management for bi-weekly and monthly payroll processes

    Onboarding Administration for All Employee Groups:

    + Requests the Hiring Authority to complete the Computer Account Request Form and Employee Data Form

    + Schedules onboarding meetings with Health Network Compliance and Immunizations departments

    + Schedules the human resources onboarding meeting with the new employee and supervisor

    + Sends new hire welcome letter and instructions to complete the I-9, employee section of the Employee Data Form and eID/ePassword; provides information on documents to bring on their first day of employment

    + Completes new employee action in the human resources system to ensure the employee can begin work on their first day of employment

    + Meets with new hire to complete new hire paperwork; start the New Employee Checklist; and provide information on retirement, benefits, parking, Health Network, employee resources, and so forth

    + Facilitates the process to request system access for supervisors, for example CSU Talent Management System roles, human resources system, TimeClock Plus time and leave tracking system, and Kuali financial system

    + Sends required new hire paperwork to CSU Central HR Operations for approval

    + Adds new employee email address to appropriate Heath Network human resources distribution lists and the Health Network human resources organization chart

    + Adds building access in CCure building and door access software

    + Provides instructions on how to track time and leave in TimeClock Plus

    + Ensures the New Employee Checklist is completed by the supervisor and employee and returned to Health Network Human Resources to ensure compliance with accreditation and personnel records filing

    + Manages and keeps accurate current employee lists for use by Health Network Department Heads, Employee Health, Compliance, mail delivery, and ad hoc report requests

    + CREWS stipend students- Background Check, onboarding, assignment creation, Fall and Spring stipend entry in TimeClock Plus for about 40 CREWS students

    Off-Boarding Administration for All Employee Groups:

    + Ensures resignation letter is received and responded to for Admin Pro and State Classified employees

    + Sends separation information email to employee

    + Enters separation action in the CSU HR system

    + Routes separation checklist

    + Archives employee file and add employee name, last day to Archive Employee Charts spreadsheet

    In collaboration with Health Network Human Resources colleagues, Hiring Authorities, and CSU Central Human Resources, facilitates audits/ promotions for State Classified employees; facilitates recruitment and selection processes for Student Hourly/ Work Study and Temporary Hourly new hires; and participates in the Administrative Professional recruitment and selection processes as needed/requested.

     

    1) State Classified

     

    Audit (Update or Promotion)

     

    + Collaborates with Hiring Authority to discuss plan to update position description for audit, updates position description

    + Obtains and uploads Employee Certification of Position Description Form to the position description and routes position description to CSU Central HR-State Classified Employment Consultant Team for classification and compensation review

    + Communicates Hiring Authority’s intention with position, classification and salary to the CSU Central HR-State Classified Employment Consultant Contact; answers questions and/ or provides clarification for the position audit request

    + Communicates sustainment or promotion result to the Hiring Authority

    + Ensures internal salary equity through collaboration with Central Human Resources Classification and Compensation and Human Resources Manager

    + Provides Hiring Authority with State Classified Trial Service Rating Form, Performance Planning Forms, and provides guidance for completion and timely submission, tracks completion

    + Acts as the Equal Opportunity Coordinator to collect disposition of applicant information and justification for applicant qualifications and disposition; enters the information and routes the action in the CSU Talent Management System
