    Job Description

    The Equal Employment Practices Commission (EEPC), empowered by the New York City Charter (City Charter), is an independent, non-mayoral New York City agency charged with auditing, evaluating, and monitoring the City of New York’s (City) employment programs, practices, policies and procedures to ensure that individual entities and the City as an employer maintain a firm and effective affirmative employment program of equal opportunity for minority group members and women employed by, or seeking employment with, City government. The EEPC’s mission is to guide New York City government in its efforts to comply with federal, state, and City equal employment opportunity requirements. We achieve this by serving as a thought leader in establishing best practices for making employment decisions; producing research studies to inform employment policy; and collaborating with entities to overcome challenges in creating a fair and inclusive workplace. The EEPC is guided by the core values of fairness, equity, and integrity.

     

    The Executive Director is the agency head and chief administrator of the EEPC. As such, this position is responsible for the administration of the Commission's work plan including, but not limited to, hiring and supervising all staff, auditing the equal employment opportunity programs of city entities, conducting research studies into employment matters supporting the City’s legislative and policy initiatives; planning public meetings and hearings; developing and implementing the annual work plan; and producing various reports, as required. The EEPC does not investigate complaints of discrimination. The Executive Director is accountable to the Commission in general and the Chairperson specifically.

    The EEPC Executive Director will be responsible for but not limited to the following:

    Support the EEPC Board of Commissioners by scheduling Board meetings, preparing Board meeting documents, providing the Board with updates, and responding to Commissioner requests for meetings, documentation and/or information.

     

    Supervise and guide the work of the EEPC’s audit team to ensure all audits are completed in accordance with the EEPC’s 4-year audit plan. Work with stakeholders to develop the Commission’s audit standards for the 4-year audit cycle for the approximately 145 entities under the Commission’s jurisdiction.

     

    Supervise and guide the work of the EEPC’s research team to ensure all research studies and the resulting reports are both timely and sound.

     

    Perform administrative tasks related to the supervision of an organization, such as hiring and training EEPC staff, ensuring the agency’s expenses do not exceed its budget, ensuring adequate purchases of supplies and equipment, testifying before City Council and/or the Mayor’s Office in support of budget requests for the agency, as well as testifying before other boards, as necessary, to effectuate the purposes of the EEPC.

     

    Plan, advertise, and host the Commission’s public meetings, hearings and other public events.

     

    Liaise with other City departments, such as the Department of Citywide Administrative Services (DCAS), the NYC Commission on Human Rights (CCHR), the NYC Law Department (Law), the NYC Mayor’s Office and City Council, and other departments necessary to effectuate the purposes of the EEPC.

     

    Responsible for preparing and/or updating all EEPC policies and procedures.

     

    Oversee the preparation of annual reports for the Mayor and City Council on the activities of the Commission and the effectiveness of the city's equal employment opportunity program.

     

    Keep the Chairperson and, as appropriate, the Commission’s Board members, informed of administrative and programmatic issues between regular meetings of the Commission.

    Qualifications

    1. A master’s degree from an accredited college or university and a minimum of four (4) years of full-time, progressively responsible experience with creating audit protocols and/or auditing the equal employment opportunity practices and programs of agencies and/or institutions. Eighteen (18) months of such experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

     

    2, A baccalaureate degree from an accredited college or university and six (6) years of full-time experience as described above, including eighteen (18) months of executive, managerial, administrative, or supervisory experience as described in “1” above.
