    Description

    We are looking for an experienced Assistant HR Director to join our team on a contract basis. This role requires a proactive individual with a strong background in payroll management, benefits administration, and HR compliance. As part of the government sector, you will play a pivotal role in supporting organizational goals while ensuring adherence to relevant laws and policies.

    Responsibilities:

    • Collaborate with the HR Director to analyze departmental needs and develop strategic plans to ensure compliance with ordinances, laws, and Merit System requirements.

    • Draft detailed reports, correspondence, and documentation to address personnel inquiries, complaints, and HR-related matters.

    • Lead and supervise special projects to improve HR processes and operations.

    • Conduct research and prepare policy recommendations, procedural drafts, and reports for various stakeholders, including city officials and government commissions.

    • Provide technical guidance and training to HR staff, ensuring quality and accuracy in their work.

    • Assist in preparing and managing departmental budgets by analyzing expenses, drafting projections, and reviewing payments.

    • Develop and oversee employee benefit programs, including drafting proposals, evaluating bids, and ensuring effective contract implementation.

    • Act as the HR Director in their absence, managing departmental operations and resolving employee conflicts.

    • Conduct classification studies to evaluate job roles and recommend appropriate pay grades while ensuring compliance with labor laws.

    • Administer benefit plans, monitor changes, and ensure legal compliance with federal and state regulations.

     

    Requirements • Proven experience in human resources administration, payroll management, and benefits coordination.

     

    • Strong knowledge of employment laws, including FMLA, COBRA, and Fair Labor Standards Act regulations.

    • Expertise in managing domestic payroll and retirement plan administration, such as 401k or RRSP.

    • Proficiency in using Human Resources Management Systems (HRMS) to streamline HR operations.

    • Ability to draft and implement HR policies, procedures, and compliance strategies.

    • Excellent communication and interpersonal skills for resolving personnel issues and providing guidance.

    • Strong analytical abilities to assess budgets, contracts, and staffing plans.

    • Demonstrated leadership skills with the ability to supervise teams and manage projects effectively.
