Visit www.atf.gov Responsibilities The incumbent serves as Deputy Assistant Director for Office of Intelligence Operations (OIO) overseeing the International Affairs Division (IAD), reporting to the Assistant Director. The Deputy Assistant Director along with the AD provide high-level oversight to IAD, which protects the public against crime, violence and other threats to public safety by conducting and coordinating investigations involving transnational criminal organizations, and serving as the agency's liaison to counterparts in local government and law enforcement. The incumbent develops and implements nationwide policies and programs; assigns staffing and resources to the divisions; maintains coordination with other directorates in the Bureau as well as with other Federal, state, local and international law enforcement agencies and domestic and foreign government representatives. Uses highly developed managerial skills to provide leadership in coordinating the development of unified and broad based approaches to the implementation and/or modification of policies pertaining to OIO programs and ensures maximum functional and operational support to the Bureau's missions and strategic operations plans. This includes developing and evaluating long-range plans, developing and coordinating operations and procedures for the directorate and ensuring Performs special assignments as directed by the Assistant Director, OIO. Monitors the progress of special projects conducted by the directors, coordinating with the Assistant Director as necessary, to ensure projects are completed on schedule and in accordance with overall goals and objectives. Devises and creates new methods or measures to deal with unusual problems/situations and evaluates accomplishment. In the absence of the Assistant Director, represents the Bureau at meetings and conferences. Serves as a Bureau liaison with high-level officials from other organizations. Authoritatively represents the Bureau in dealing with members of Congress and officials from the Department of the Justice, other Federal agencies, State officials, foreign governments etc. Requirements Conditions of Employment MOBILITY PLAN: New employees hired pursuant to this vacancy announcement must sign a mobility agreement. The purpose of ATF's mobility policy is to enhance career development and progression, and achieve mission and business effectiveness. To accomplish these objectives, the mobility plan will facilitate the movement of employees through special short-term assignments or permanent reassignments throughout the Bureau. Applicants who decline to sign a mobility agreement, as required, will be removed from the hiring process. The 1811 position requires law enforcement experience and is covered by special retirement provisions, including maximum entry age requirements. The successful applicant must be able to display and maintain the required proficiency with firearms per ATF's firearms proficiency standards. Complete or have previously completed the basic criminal investigative courses at the Federal Law Enforcement Training Center (FLETC). Complete a medical examination (including vision, hearing, cardiovascular and mobility of extremities) by an authorized government physician and be determined physically fit to perform strenuous physically demanding duties. You will be required to undergo regular physical examinations and to maintain a level of physical fitness in accordance with ATF's standards and policies. The individual selected will be subject to the necessary security investigation for a critical position and reporting requirements of the Ethics in Government Act of 1978. The selectee will be required to complete an executive branch Personal Financial Disclosure Report, SF 278. The selectee may also be subject to post-employment conflict of interest restrictions under 18 USC 207 (c). You must complete a one-year probationary period unless already completed. Key Requirements: Top Secret Clearance required. Pass drug screening and subject to random drug test. New SES appointees must successfully complete a 1-year probationary period. U.S. Citizenship is required. Qualifications This is a non-bargaining unit position. Experience required for the ES-1811 series: You must have substantive experience serving as a principal advisor to senior management on laws, regulations, policies and procedures pertaining to law enforcement and regulatory operations. As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the particular knowledge, skills, and abilities required for successful performance in this position. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualifications for the position, by the closing date of this announcement, automatically disqualifies an applicant. Education There is no education requirement for this position.
