The United States Capitol Police (USCP) is responsible for protecting Congress, its legislative processes, members, staff, visitors and facilities from crime, disruption, and terrorism.
The Office of Human Resources (OHR) provides a full array of human resources and human capital management services to USCP for both sworn and civilian employees. These services include both operational and programmatic functions in areas such as staffing and position classification, employee/labor relations, benefits and retirement, compensation, personnel action and payroll processing, human capital strategy, and policy program development and human capital strategic functions such as workforce planning, organizational development, performance management.
The Office of Acquisition Management (OAM) develops and manages the acquisition process for the USCP. The includes the development of strategies to procure goods and services, coordinating with appropriate government offices and commercial contractors, and managing the USCP Purchase Card Program and the USCP Fleet Card Program
The Office of Background Investigations and Credentialing (OBIC) is responsible for conducting sworn and civilian background investigations on potential employees, recruitment and outreach, building access card issuance, active and retired credentials, and supporting USCP stakeholders by conducting criminal record checks on employees and members of the Congressional community.
Position Objective: The HR Specialist II – Policy Writer provides expert consulting services in the development of human capital policies and the implementation of internal controls for the United States Capitol Police (USCP). This role is responsible for designing, drafting, and evaluating policies, conducting special studies and white papers, and supporting the achievement of USCP’s strategic human capital goals. The consultant will deliver innovative solutions, ensure compliance with federal requirements, and provide analytical expertise to advance the effectiveness and efficiency of HR programs.
Duties and Responsibilities:
+ Lead the development, review, and implementation of human capital policies and internal controls that support USCP’s strategic objectives.
+ Conduct comprehensive research, analysis, and drafting of special studies, case analyses, and white papers on a wide range of human capital topics.
+ Provide expert consultation to leadership on policy development, regulatory compliance, and best practices in federal human resources management.
+ Innovate and recommend novel approaches to address human capital challenges and advance organizational goals.
+ Develop and document internal control processes and recommend improvements to ensure effective policy implementation.
+ Review and interpret federal personnel management laws, regulations, and executive orders to ensure policy alignment.
+ Deliver clear, concise, and well-organized written products; a writing sample will be required.
+ Prepare and present findings, recommendations, and reports to senior leadership.
+ Maintain exceptional organizational skills and manage multiple priorities in a fast-paced environment.
+ Provide excellent customer service and maintain strong working relationships with stakeholders.
+ Utilize and demonstrate proficiency in Excel, Visio, MS Project, and PowerPoint for policy analysis, process mapping, and presentations.
Basic Qualifications:
+ Bachelor’s degree in Human Resources, Public Administration, Business Administration, or a related field.
+ At least six (6) years of experience supporting a federal agency with comprehensive development and writing of special studies, case analyses, and white papers.
+ Excellent writing skills with specific attention to detail (writing sample required).
+ Demonstrated ability to innovate and develop novel approaches to human capital challenges.
+ Proficiency in Excel, Visio, MS Project, and PowerPoint.
Minimum Qualifications:
+ Advanced degree or HR certification (e.g., SHRM-SCP, SPHR) preferred.
+ Demonstrated experience as an HR Specialist in the Executive or Legislative Branch highly preferred.
+ Experience supporting law enforcement or security organizations.
+ Exceptional organizational, analytical, and research skills.
+ Proven ability to manage multiple priorities and deliver high-quality results.
+ Excellent customer service and communication skills.
+ Prior experience leading policy development and internal control implementation initiatives.
