General Job Description
This is a supervisory position responsible for assisting in planning and directing departmental activities. Plans, implements, and evaluates environmental health and safety and risk management programs. Responsible for developing and implementing safety policies and procedures, conducting safety training and education to the campus community, and conducting inspections/investigations. Serves as the department head in the absence of the director. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Reports to the Executive Director of Environmental Health, Safety, and Risk Management.
Essential Job Functions
1. Assists in planning, directing, and managing daily departmental operations. Serves as the department head in the absence of the director.
2. Serves as departmental liaison to The University of Texas System ( UTS ), public safety departments, and the campus community.
3. Participates in strategic planning and budgeting for departmental operations.
4. Manages fire and life safety program.
5. Supervises assigned staff, including student workers.
6. Plans, coordinates, implements, and evaluates assigned programs related to risk management, OSHA , and environmental compliance.
7. Develops, implements, and reviews safety policies, procedures, rules, standards, and recurring prevention efforts, and recommends changes.
8. Manages and ensures university compliance with all institutional, local, state, and federal safety regulations.
9. Investigates accidents, incidents, and injuries related to insurance and workers’ compensation claims and chemical safety.
10. Conducts safety training, safety awareness, and publicity programs for the campus community.
11. Conducts and participates in safety committees, councils, and seminars.
12. Monitors, tests and records all forms of media (air, water, and soil).
13. Conducts and documents all surveys, audits, and inspections to ensure a safe environment and compliance with safety standards.
14. Analyzes data and prepares, maintains, and submits data reports and records required by departmental policies and regulating agencies.
15. Participates in emergency management activities.
16. Oversees projects related to insurance claims including but not limited to demolition, rebuild, and restoration.
17. Manages and assist in implementation of the university’s environmental management system ( EMS ) per federal guidelines. Submits federal, state, and local environmental permits.
18. Serves as the university radiation safety officer.
19. Ensures university facilities are properly surveyed for asbestos containing materials ( ACM ).
20. Oversees and routinely inspects for construction safety compliance of demolition, new construction, rehabilitation, renovation, and repair projects.
21. Reviews and comments on construction plans as necessary relative to fire and life safety, ACM abatement; general construction safety; mold remediation, and indoor air quality ( IAQ ) concerns.
22. Assists in directing action related to emergency procedures, response, and recovery activities including but not limited to moisture reduction, mold remediation, contractor relations, and space reconstruction.
23. Oversees the maintenance, implementation, and training of university Continuity of Operations Plan ( COOP ) and Business Continuity Plan ( BCP ).
24. Assists in directing of pandemic planning and response. Communicates with state and local health authorities.

Required Knowledge, Skills, and Abilities
The individual must possess the following knowledge, skills, and abilities or be able to explain and demonstrate that the individual can perform the essential functions of the job, with or without reasonable accommodation.
1. Knowledge of, or the ability to learn, university and departmental policies and procedures.
2. Knowledge of federal, state and local laws, statutes, regulations, codes and standards related to the areas of responsibility.
3. Skill in conducting inspections and determining proper courses of action.
4. Skill in using computer applications including spreadsheet, database, and word processing software.
5. Ability to identify problems, evaluate alternatives, and recommend effective solutions.
6. Ability to exercise sound judgment in making decisions.
7. Ability to learn office and university-specific software.
8. Ability to plan, implement, and evaluate safety and health programs.
9. Ability to communicate effectively in both oral and written form.
10. Ability to establish and maintain a good rapport with university faculty and staff, students, and the general public.
11. Ability to research, interpret, summarize, and implement continuous changes in federal, state, and local regulations.
12. Ability to analyze and prepare documents, reports, and correspondence.
13. Ability to train and supervise others.
14. Ability to respond quickly to emergencies.
15. Ability to work evenings, nights and weekends as necessary.
16. Ability to obtain a Texas driver’s license and SFA permit prior to employment.
17. Physical condition adequate to permit full performance of duties.
Physical Demands
Physical ability to perform essential job functions, including ability to stand for more than an hour at a time, sit for more than an hour at a time, use hands to finger/handle/feel, reach with hands and arms, lift up to 50 lbs., push up to 50 lbs., stoop, kneel, crouch, bend, crawl, climb, balance, smell, taste, talk, hear, and drive regularly as well as close vision, color vision, peripheral vision, and ability to adjust focus. Position requires exposure to extreme environmental conditions.
Required Education
Bachelor’s degree in occupational safety, industrial hygiene, environmental management or a related field is required. Related experience may be substituted for required education on a basis set forth by the Department of Human Resources.
Required Experience and Training
Five years of related experience is required. Experience with environmental health and safety programs is required. Supervisory experience is required. Additional education may substitute for experience on a basis set forth by the Department of Human Resources.
Preferred Qualifications
Experience with chemical safety and laboratory safety is preferred.

This position is eligible for participation in the Teacher Retirement System of Texas ( TRS ) retirement plan, subject to the position being at least 20 hours per week and at least 135 days in length.
