Responsibilities Manages all aspects of acquisition planning, including statements of work, evaluation criteria, budgetary/funding documentation, and execution timelines, ensuring that all documents comply with applicable contracting regulations. Collaborates with servicing entities to plan service requirements, set priorities, and establish objectives for contract execution, ensuring that all requirements are clearly defined in the contract documents. Serves as the Supervisory Purchase Card Program Manager and Program Coordinator for the Defense Contract Audit Agency (DCAA), providing leadership and oversight for the micro-purchase program. Develops and advises on new policies, methodologies, and techniques to promote innovative solutions and improve program efficiency, with a focus on streamlining contract processes and enhancing oversight. Serves as the action officer responsible for researching, developing, preparing, publishing, and interpreting contracting policies and procedures, specifically related to the contract requirements, support agreements, and purchase card program. Provides expert advice and guidance to program manager, reviews and interprets regulatory/directive materials, gathers facts and responses from relevant activities, and plans, directs, reviews, and evaluates acquisition execution. Work closely with agency contract service providers, Contracting Officers, and Senior Contracting Officials (SCOs) to ensure timely execution of new and existing service requirements, and modifications are properly documented and approved. Requirements Conditions of Employment Must be a U.S Citizen as verified through E-Verify Program Qualifications You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. Specialized Experience: You must have one year of specialized experience at the GS-13 or equivalent level. Specialized experience must be documented in your resume. Specialized experience includes: Managing purchase programs, acquisition and contract execution processes, analyzing mission programming and execution metrics, key functions, to optimize performance and alignment with acquisition and financial directives. Developing policies, processes, and formal briefings and providing consultation on contract and purchase card programs, critical issues, and process improvement. Knowledge of specific/unique functional risks and the development of risk mitigation controls, along with policies, and practices to ensure compliance with federal laws, regulations to prevent fraud, waste and abuse. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of Education for Specialized Experience: There is no substitution of education for experience at this grade level. Background Information: All selectees will be subject to a personnel security investigation which must be favorably adjudicated for occupancy of a sensitive position and/or access to classified information. If you are selected for a critical/special sensitive position, you will be subject to a Single Scope Background Investigation (SSBI). For a critical sensitive position, you must be able to obtain and maintain security clearance eligibility at the Top Secret level. For a special sensitive position, you must be able to obtain and maintain security clearance eligibility at the Top Secret/Sensitive Compartmented Information (TS/SCI) level AND you will be subject to a random counterintelligence scope polygraph. Drug Testing: If you are given access to classified information, you will be subject to random drug testing. If you are selected for a special sensitive position, you will be placed in a drug testing designated position. You must pass a drug test before your assignment to such a position and you will be subject to random drug testing subsequent to your assignment. PCS: Relocation expenses reimbursed - Yes - You may qualify for reimbursement of relocation expenses in accordance with agency policy. Relocation expenses will be offered based on agency staffing needs and budgetary availability.
