    Summary The Architect of the Capitol (AOC), Office of the Chief of Operations, House Office Buildings (HOB), Office of the Executive Director is seeking a Management and Program Analyst (Time Lead Manager) to analyze and advise the effectiveness of programs and/or the efficiency of management operations. This role focuses on Time and Attendance and Leave Management operations. Responsibilities The individual selected for this position will serve as the jurisdiction lead over family and medical leave act and workers compensation Key Responsibilities: Management and Program Analysis Identifying procedural problems in program operations, using quantitative or qualitative methods. Conducting studies on operating programs related to leave management to reduce jurisdictional risk in the areas of leave management, workers compensation, FMLA and time and attendance. Making recommendations in reports. Studies proposed legislation and/or regulations for impact on programs. After analyzing findings research current or new management practices for application to programs or operations. Time and Attendance Responsibilities Managing the HOB time keeping process. Ensuring all employees are charged to the correct operating accounts. Providing oversight to the operational implementation of time and attendance activities including but limited to ensuring leave restriction is put into place when applicable, Securing the necessary approvals for advance leave request, conducting routine audits of time punches and approvals, serving as the time and attendance clerk to the Superintendent and Deputy Superintendent LA Code. Investigating and correcting excessive Absence without leave (AWOL) occurrences by way of supervisory counsel and progressive discipline. Responding to inquiries from employees and supervisors pertaining to individual leave accrual and use, payment of special shift differential, and other types of premium pay and actions. Responding to requests for information via email, phone or in-person. Gathering documents and researching data as requested. Keeping abreast of various procedural requirements, policies and standard operating procedures. Researching time, attendance and leave problems; as revealed by either the automated system or by the employee. initiating and completing appropriate corrective actions. Resolving or recommending resolutions to solve problems to Supervisors. Leave Management Responsibilities Serving as the jurisdiction’s lead on family and Medical Leave Act and workers' compensation. Managing the jurisdiction’s review of all matters and serving as the liaison between HCMD’s ELRB on FMLA, Workers Compensation team and HOB. Acting as a field representative when handling Worker's Compensation Claims. Assists in the timely completion of forms. Assisting Supervisors and injured employees in completing and signing forms for medical treatment. Maintaining contact with injured or ill employees with supervisors' assistance. Coordinates controversial injury claims with supervisors and Employee Relations Branch. Notifies Safety Office of all injuries and accidents. Assisting Supervisors in the development of and completion of forms for short-term modified work assignments. Evaluating the overall costs for time and attendance, leave, worker’s and unemployment compensation and medical surveillance programs and determines improvements to provide the most cost effective and efficient reduction in program costs. Creating and implementing efforts to reduce jurisdiction financial risk associated with leave management and/or abuse and improving operational effectiveness and efficiency through improved time and attendance measures. Utilizing thorough knowledge of and compliance with applicable AOC and Occupational Safety and Health Administration (OSHA) safety rules and regulations to ensure that work progresses in a safe manner and to initiate or take corrective action on unsafe conditions in managed areas. Determining complex program issues, researching alternate solutions and options for the most efficient and effective results. Collaborating with other HOB staff on problem resolution. Independently implementing solutions for issues with established past practices. Records Management/Personally Identifiable Information Controls Maintaining and monitoring integrated records and reporting system that affects policies and programs throughout House Office Buildings. Establishing and promoting a records management program controls to improve records management security, such as centralized records function, standardized handling/retention procedures, conversion from paper to film/electronic data and document searches. Developing tools to promote effective coordination of decentralized records management activities. Ensuring the accessibility and security of the House Office Buildings information. Analyzing problems and issues involving the development of records management systems. File and records utilization procedures and potential automation of information processing methods. Qualifications You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. It is available for your review on the OPM web site at OPM qualification standards Specialized experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS-11 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-09) grade level. Specialized experience is defined as having experience in the following areas: Experience coordinating all Time and Attendance and Leave Management operations. Ability in managing, time keeping processes to ensure all employees are charged to the correct operating accounts. OR-- Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. --OR-- Combination of specialized experience and education. The position performs analysis and advisory assignments related to the effectiveness of programs and/or the efficiency of the management of operations. The incumbent also coordinates all Time and Attendance and Leave Management operations. Further, the incumbent serves as the jurisdiction lead over family and medical leave act and workers compensation. The incumbent will be responsible for managing, including auditing and directing, all work assignments completed by the Administrative Support Assistants serving as the jurisdictions Time and Leave Clerks and is responsible for managing the Executive Director and Deputy superintendent time and attendance activities directly.
