Job Summary

El Paso County is looking for a Senior Project Manager – Strategy and Special Projects to join our high-impact team and help drive the initiatives that shape our County. Hiring Range: $97,500.00 - $107,270.00 annually
This position has an anticipated work schedule of Monday – Friday, 8:00am – 5:00pm; subject to change.

Provides project management and support to the strategic planning team and plan objective sponsors. Supports the execution of the Countywide Strategic Plan, vision, and core values by managing and coordinating projects, tracking progress, and ensuring alignment with planning frameworks and methodologies. In addition to assisting with strategic plan implementation, this position manages other special projects that align with and advance the County’s strategic priorities, ensuring accountability, efficiency, and measurable progress. Projects may be complex, controversial, sensitive, or political in nature. Responsible for planning, administering, and completing assigned projects, which may cross several functional areas while acting as the primary interface of the project; ensures all elements of strategic initiatives and special projects are consistently documented and aligned across platforms for accuracy and transparency. Employment is subject to the terms, conditions, and policies detailed in the Personnel Policies Manual (PPM). This position requires regular in-person presence as an essential job function.
Essential Duties/Responsibilities
+ Develops varying levels of special project plans from start to finish. Develops, monitors, and manages project budgets to ensure alignment with fiscal priorities and responsible resource allocation, collaborating with appropriate stakeholders.
+ Manages assigned projects that align with strategic planning efforts, which may include collaboration among many programs to develop, plan, and present/disseminate information among internal and external partners.
+ Ensures adherence to the strategic planning framework by coordinating project efforts with the County's core values, priorities, and best practices.
+ Collaborates with the strategic planning team and plan objective sponsors to facilitate the execution and coordination of key initiatives.
+ Collaborates with senior leadership to coordinate strategies, objectives, and key performance indicators (KPIs) for major initiatives.
+ Researches, analyzes, and manages data to support the integration of strategic planning with key County functions, including budgeting, performance management, technology initiatives, project tracking, and process improvement. Supports data-driven decision-making by tracking performance measures, analytics, and KPIs.
+ Provides administrative oversight for strategic and special project implementation; evaluates outcomes; and prepares reports, recommendations, and presentations to inform decision-making and ensure effective progress tracking across multiple platforms.
+ Provides project management support for countywide strategic initiatives and other special projects that contribute to long-term organizational goals and reflect the County’s core values and vision. Ensures that all strategic initiatives and special projects are consistently documented and aligned across platforms to facilitate coordination, transparency, and accessibility.
+ Participates in the development and annual updates of the County’s strategic plan, supporting approval processes with the Board of County Commissioners (BoCC).
+ Leads and facilitates problem-solving activities and workshops with the project team and engages appropriate resources to reach solutions to ensure effective strategic planning and high-quality deliverables.
+ Prepares and assists in delivering reports, presentations, and strategic updates to stakeholders, including the BoCC, County leadership, and the public.
+ Supports periodic reviews and assessments of the strategic planning process and other special projects to maintain relevance and efficiency.
+ Identifies potential risks and challenges to strategic project execution and special project management and assists in developing mitigation strategies.
+ Performs other related duties as assigned.
Supervision Exercised: This classification does not have supervisory authority; however, may be required to provide expertise or limited guidance or direction to employees, such as overseeing work quality, training, and guidance. Typically serves as a subject matter expert on the scope of functional area.
Supervision Received: Receives general supervision. This classification typically performs job duties by following established standard operating procedures and/or policies. Regular direction, guidance, and coaching from supervisor may be expected. The appropriate procedure or policy to apply to duties is a choice. Performance reviewed periodically.
Qualifications
Knowledge, Skills, and Abilities
+ Thorough knowledge of project management principles, strategic planning methodologies, and public administration practices.
+ Understanding of lean management, process improvement, and data-driven decision-making.
+ Must exercise considerable and sound judgment and initiative in combining a broad scope of professional planning and content knowledge and sophisticated, analytical judgments to solve a variety of complex, technical problems; must work independently and in teams.
+ Highly organized with the ability to independently manage and prioritize multiple projects and deadlines.
+ Effective communication skills tailored to diverse audiences, including verbal, written, and presentation abilities.
+ Excellent ability to build relationships and collaborate with Elected Officials, County leadership, County employees, community agencies, and the public.
+ Ability to collect, synthesize, and analyze data. Ability to develop sound and valid recommendations.
+ Ability to comprehend complex financial issues and recommend/implement targeted solutions; ability to manage budgets.
+ Ability to coordinate and support complex, multi-stakeholder projects.
+ Ability to develop clear, concise reports and documents with attention to accuracy, grammar, and presentation.
+ Ability to exercise discretion and maintain confidentiality.
+ Ability to provide excellent customer service.
+ Maintains regular and punctual attendance.
Required Education and Experience
+ Bachelor's degree in project management, business administration, public administration, or a related field.
+ Four years of related professional experience may substitute for the required degree.
+ Eight years of experience in project management, strategic planning, or related field.
Preferred Education and Experience
+ Government project management experience.
Licenses/Certificates
+ Must possess and maintain a valid driver's license.
+ Project Management Professional (PMP) certification issued by Project Management Institute preferred.
Pre-Employment Requirements
+ Must pass conditional post offer background investigation, motor vehicle record check, and drug screen.
Work Conditions
Duties are primarily performed in an office environment; some travel may be required.
