Summary The incumbent will be responsible for the safe and efficient operation of ECHCS Plant(s) systems and associated building management control systems. Incumbent supervises ECHCS Engineering Operations for the Boiler Plant and Chiller Plant Unit. The incumbent may serve as a backup in the absence of the other Utility Systems Repairer-Operator Supervisor over operations in Heating, Ventilating and Air Conditioning (HVAC), Industrial Controls and Refrigeration unit. Responsibilities Major Duties include, but not limited to: Make routine decisions regarding execution of policy and procedures which have been interpreted or established by higher level of supervision Inspects work performed by employees under supervision to ensure all work is completed in a timely manner and meets all applicable codes, policies and regulations Instructs subordinates in new procedures and provides advice when problems arise. Reviews work in progress or on completion Actively participates in Integrated Project Teams (IPT), inspections and activations. Reviews assigned submittals for compliance with contract requirements and meeting facility needs. Plans and Directs work of subordinate employees in the Operations Section. Assigns preventative maintenance (PM) and corrective work orders. Operate, test, and repair high-pressure boilers firing with natural gas or fuel oil as well associated equipment from cold starts through normal operation and emergency shutdowns. Applies knowledge of the principles and theories pertaining to combustion, heat transfer, and steam generation in the operation of the power boiler plan. Applies skills in combustion techniques and adjustments to firebox variables such as fuel flow or feed, fuel/air ratio, temperature, combustion time, and over air or under air feeds. Selects and uses proper test equipment and a wide variety of tools including but not limited to: air flow hoods, chemical reagents, pipettes, dip slides, refrigerant gauge sets, electrical multi-meters, levels, powered tube cleaners, 02 and C02 gas testing devices, gauge testers, fire eye combustion control testers, relay checkers and other specialty tools of various trades Determines requirements for resources in the area of manpower, materials, and methods of accomplishment of work. And other duties as assigned. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements/Working Conditions: Physical Requirements/Working Conditions: This position requires walking, standing, bending, lifting, carrying, pushing, and pulling moderately heavy loads (50Lbs) daily and occasionally heavy loads (100Lbs). Incumbent must be in good physical condition, have good eyesight with or without glasses and cannot be colorblind. Working Conditions: Works inside and outside at heights up to 50 feet. Subject to extreme temperature changes from a +115 to -30 degrees. Subject to high noise level which requires wearing of hearing protection. Work inside boiler drums (when doing major overhaul) is tight and hot. Work is dirty, greasy, hot, cold and wet. Employee is subject to cuts, bruises and is exposed to danger from boiler explosion, high temperature water and steam lines, electrical shock, falls, burns, scalds, chemicals, broken bones, explosive chemical or carbon monoxide poisoning, and gas and oil fumes. Performs other duties as assigned.. Other Significant Facts: Incumbent must report for work during periods of hazardous road and weather conditions. Work is performed on a 24 hour a day 7 days a week 3 shift rotating tour of duty. Incumbent will be subject to rotate work hours through all three shifts schedules. Incumbent could be subjected to hazards normally encountered in the trade and may be exposed to asbestos. This position requires working rotating shifts and overtime. Education Additional Information Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience.
