The Director of Entitlement is responsible for overseeing the comprehensive entitlement process for the division’s land projects including but not limited to all aspects of assisting in the land acquisition feasibility review for projects, preliminary site planning, final site planning, and project management which encompasses managing consulting engineers (Civil, Environmental, Geotechnical, etc.), planners, surveyors, and attorneys.
Responsibilities and Duties:
+ Manage and staff team with talented people achieving at high levels capable of managing multiple projects within multiple jurisdictions
+ Manage portions of feasibility review of projects
+ Manage site plan preparation and approvals from preliminary plan to bond release
+ Creation and management of entitlement schedules for each community for use by the homebuilding operations group
+ Processing of entitlements for new neighborhoods
+ Maintain relationships with the municipalities in which the team’s projects are assigned
+ Management of outside counsel, engineers, title companies, and other consultants
+ Assist with rezoning and entitlement cases
+ Support production homebuilding through initial home sales to construction including preparation of lot fit matrices, house sitings and individual lot grading plans
+ Manage legal consultants by compiling, executing, and recording legal deeds of subdivision, easements, and creation of homeowners and condominium associations
+ Manage site development permitting activities for assigned projects
+ Manage homeowner associations (HOAs) and community management consultants from incorporation to turnover
+ Assist in leading meetings with neighborhood planning teams to introduce new communities and share development information
+ Work with managers from other departments (acquisitions, finance, marketing, sales, architecture, production, et Al.) to develop community planning strategies
+ Work with the management team to evaluate development details and options as they relate to overall project value
+ Manage the preparation of community amenity plans in coordination with the neighborhood planning team
+ Assist in the preparation and management of land development budgets for assigned neighborhoods
+ Request, evaluate, and manage proposals and contracts with various consultants
+ Establish beneficial working relationships with key government and industry personnel
+ Actively participate in assigned building industry association chapters and municipal update meetings
+ Complete all other duties as assigned by manager
+ Represent the company professionally in all internal and external interactions and communications
+ Adhere to safety standards and help promote a safe working environment

Position Requirements:
+ College degree preferred
+ Strong experience in providing land development services for residential homebuilders
+ Highly skilled and proven results in developing municipal relationships
+ Highly knowledgeable of due diligence and feasibility study processes
+ General negotiating, contracting, and legal skills
+ General understanding of finance and risk management

Martin Alloy and Stanley Halle created Stanley Martin in 1966 in the Maryland suburbs outside of Washington, D.C.
