    Our mission is to administer the waters of the State to maximize lawful beneficial use, ensure that dams and water wells are properly constructed and safe, and provide information about water resources to the public. Division of Water Resources (https://dwr.colorado.gov/)

     

    This work unit exists to implement and conduct a water well inspection program to protect the groundwater resources of Colorado and the public health as established in section 37-91-113, C.R.S.; support and assist the Board of Examiners of Water Well and Ground Heat Exchanger Contractors (formerly the Board of Examiners of Water Well Construction and Pump Installation Contractors) in development of minimum well construction and pump installation standards (Water Well Construction Rules); ensure compliance with adopted procedures and standards; provide expertise to the Board in drilling and pump installation technologies; carry out the day-to-day enforcement activities as defined by the Board; educate licensed contractors, state, federal and local agencies and the general public regarding drilling and pump installation practices as related to the Board’s rules and policies; negotiate settlement of rule violations on the Board’s behalf; prepare all necessary documents and exhibits for Board and court hearings related to rule or statute violations; appear as the Board’s experts at court proceedings.

    Description of Job

    OPEN ONLY TO CURRENT RESIDENTS OF COLORADO

    This position provides expertise in support of the Board of Examiners of Water Well and Ground Heat Exchanger Contractors in the enforcement of statutes, rules and court orders. Research of well construction problems and complaints against licensed and unlicensed well construction, ground heat exchanger contractors, and pump installation contractors will be completed under the work leadership of the Chief Well Inspector. The position will prepare reports, document investigations and inspections and recommend enforcement actions. The position will allocate 80% of their time to duties in the field with the remaining 20% spent preparing reports and completing other necessary program activities and paperwork.

    Specific job duties include but are not limited to:

    + The position inspects and evaluates well construction, pump installation, cistern installation, ground heat exchanger installations (GHX), and related activities.

    + The position assesses and documents the inspection for the evaluation of contractor performance measured against requirements established in statute, rule, and best practice standards established for public safety and protection of groundwater resources.

    + The position initiates a detailed investigation to determine compliance with rules, and regulations, statutes and policies concerning proper drilling, casing, grouting, development, disinfection, abandonment and permitting status of the well or GHX after consultation with the Chief Well Inspector.

    + The position performs both field and office records investigations in preparation for presentation to the Chief Well Inspector, Attorney General Office liaison, Board of Examiners, and District Court.

    + Review and evaluate reports and documentation provided by licensed contractors, well owners, water commissioners and other well inspectors for the purpose of identifying potential violations, compliance with statutes, rules, policies and permit conditions.

    + Preparation of documentation for use at Board meetings, hearings and court proceedings for testimony regarding enforcement of statutes, rules and court orders related to well construction, GHX installation, pump installation and related activities under the authority of the Board of Examiners and State Engineer. Develops recommendations for enforcement action based on investigation and inspection of well construction, GHX installation, and pump installation.

    + The position may use industry standards, methods, and protocols to investigate, examine, and evaluate whether GHX installation, well construction,

     

    pump installation, and related well water supply systems meet the requisite regulations.

    Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

    Minimum Qualifications:

    Five (5) years of work experience related to the construction, repair, or inspection of water wells including monitoring/observation wells, ground heat exchangers, or geotechnical investigations.

    AND

    High school diploma or GED

    OR

    Additional appropriate education will substitute for the required experience on a year-for-year basis.

     

    (Experience drilling water wells or oil and gas wells, constructing or repairing water wells and pumps, drilling or installing ground heat exchangers, constructing or installing

     

    monitoring/observation wells, dewatering wells, or test holes, performing geotechnical investigations or performing QA/QC field inspection of wells or related construction

     

    activities, or other experience related to water or natural resources.)

    Preferred Qualifications:

    + Current or former State experience relevant to this position.

    + Home office in/or near Denver area.

    + Technical knowledge of well construction, repair, and drilling in Colorado.

    + Knowledge and/or experience of ground heat exchanger installation in Colorado.

    + Knowledge and experience with processes of the Board of Examiners of Water Well and Ground Heat Exchanger Contractors.

    + Knowledge of Water Well Construction Rules and associated statutes for Colorado.

    + Excellent public service skills.

    + Ability to work well independently and/or as part of a team.

    + Experience reading and/or interpreting technical information.

    + Excellent verbal and written communication skills, which include making very technical data/information understandable to non-industry stakeholders.

    + Proficiency in Google applications - Mail, Calendar, Drive, Maps, Earth, Sheets, Docs, Slides, Meet, Chat.

    + Proficiency in Microsoft Excel, knowledge of Microsoft Access, knowledge of GIS systems such as ArcGIS or QGIS.

    + Other experience relevant to the use or management of water resources.

    The current work arrangement for this position is as follows:
