APPLICANTS MUST BE PERMANENT IN THE BOOKKEEPER CIVIL SERVICE TITLE, BE PERMANENT IN A COMPARABLE TITLE ELIGIBLE FOR 6.1.9 TITLE CHANGE.
Under the general supervision of the Account Coordinators for the Account Auditing, Account Maintenance and Payment Adjustment units, the Account Specialist Supervisor, with latitude for independent initiative and judgement, supervises the activities of staff responsible for conducting a thorough review of financial transactions and processing requests for statements, applicable credits, payment adjustments, or to process documents received from courts or other jurisdictions. The Account Specialist Supervisor ensures that adjustments, monies disbursed, misdirected, and unapplied funds are properly rerouted to the correct account and the integrity of all accounts is maintained. The duties and responsibilities of this position represents all Bookkeepers III in Fiscal Operations except the Bookkeeper III in the Accounting unit. The Bookkeeper III/Account Specialist Supervisor may be interchangeable within these units when necessary.
The Office of Child Support Services (OCSS) is recruiting for 1 (one) Bookkeeper III to function as Account Specialist Supervisor who will:
- Review and assign cases based on inquiries and referrals received from clients, noncustodial parents, internal and external stakeholders, and other jurisdictions. Respond to requests for information, escalated referrals, high priority inquiries and transmittals from other jurisdictions as necessary.
- Supervise the activities of staff and monitor the quality of work completed to ensure that accounts and invoiced transactions are accurate, general accounting practices are applied and followed and agency’s guidelines, policies and procedures for adjusting accounts are followed. Provide feedback and assistance to staff, by interpreting court orders, findings of facts, referrals, and other correspondence that may be unclear.
- Review and approve batch transactions, adjusted ledgers, reconciled accounts, and disbursed transactions. Audit and reconcile accounts pertaining to paid, due, applied and disbursed transactions where applicable, verify accounting data for accuracy and completeness, correct data entries when necessary, and document where appropriate Account and Case remarks and all applicable status and other codes.
- Review and monitor comprehensive daily, weekly and monthly unit’s reports pertaining to work assignment received via CS track, and the State’s Electronic Communication System (ECS). Assume ad hoc projects or assignments as necessary. Testifies in court, if necessary, to the accuracy of an account statement, to explain account charges, adjustment payments or the result of an audit.
- Train staff and assist in policy and procedural change that make an impact on the unit’s processes, ensuring that all policies and procedures are appropriately disseminated and followed. Recommend additional training when necessary and provide limited training to staff to reinforce concepts, sharpen skills, or review problem cases.
- Conduct staff meetings. Monitor staff’s time and leave and conference individual staff members enforcing agency’s time and leave policy. Convey to staff new policies and initiatives. Initiate progressive disciplinary action as necessary.

Qualifications
(1) Completion of 30 semester credits from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA), including 6 credits in accounting; or
(2) A four-year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization, and two years of satisfactory full-time bookkeeping experience; or
(3) A satisfactory combination of education and/or experience equivalent to "1" or "2" above. College education may be substituted for experience in "2" above on the basis that 15 semester credits from an accredited college may be substituted for each year of required experience. However, all candidates must have a high school diploma or its educational equivalent, and either 6 semester credits in accounting from an accredited college or 6 months of experience as described in "2" above.
To be eligible for placement in Assignment Level III individuals must have, in addition to meeting the minimum requirements, at least one year of experience as a Bookkeeper (40526) or at least four years of satisfactory full-time bookkeeping experience.
