    Job Description

    THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $74,781 - $95,000

    THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF PROGRAM EVALUATOR.

     

    The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

     

    The Division of Policy, Planning and Measurement (PPM) collaborates with every ACS division to guide systems analysis and strategic systems improvement; assure quality of practice at ACS and its provider agencies; professionalize the frontline workforce; bring knowledge into practice; provide research and analytic support; and plan and develop new programs and policies.

     

    The Agency Program Assistance (APA) unit is a core component of the ACS provider performance monitoring. The unit performs monthly safety checks, manages case/child safety and risk alerts, corrective actions, and facilitates continuous quality improvement with every provider agency and program under IOC. APA utilizes performance indicators and data concerning safety practice and service delivery in the provider agency’s programs to identify systemic strengths and weaknesses. APA also conducts informative and educational meetings with provider agencies to discuss performance and findings.

     

    Within APA, the Residential Care Monitoring Team conducts site visits for child welfare residential facilities at a minimum of twice a year (once announced and once unannounced). The team ensures that all contracted child welfare residential facilities meet ACS Quality Assurance Standards and New York State Regulations. Additionally, the team works with Residential Care Program Sites/Facilities in developing and implementing performance improvement strategies to ensure youth safety and promote continuous quality improvement. Travel across the five boroughs, Westchester, Suffolk, and Nassau counties is required as needed to conduct site visits.

    Reporting to the Deputy Director of APA, the Residential Care Manager will be responsible for the following:

    - Manage a team of residential specialists that will conduct residential care site visits regularly to monitor site compliance with ACS and OCFS standards and regulations and gauge administrative practice.

     

    - Assist, coach and support the residential team in conducting site visits throughout New York City and outer boroughs.

     

    - Evaluate and monitor provider performance through the analysis of Provider Agency Measurement System (PAMS) and outcomes data to gauge assessment and treatment practice, Evidence-Based interventions, permanency planning, and family engagement.

     

    - Support the team in Interviewing youth and program site staff as needed to gather information about site safety, permanency and child well-being practice.

     

    - Support the team in conducting case reviews as needed.

     

    - Develop and monitor tracking systems for quality assurance and improvement.

     

    - Support team members in developing comprehensive improvement strategies that are measurable and specific for each provider. Gather qualitative and quantitative data to assess the performance of provider agencies and produce reports to inform system improvement.

     

    - Develop written performance reports, including performance composites for profiles.

     

    - Participate in informative and educational meetings with provider agencies to discuss performance and findings.

     

    - Perform other related duties as required.

    PROGRAM EVALUATOR (ACS) - 52416

    Qualifications

    1. A master’s degree from an accredited college or university in social work, economics, finance, accounting, business, personnel or public administration, human resources management, management science, operations research, organizational behavior, statistics, labor relations, psychology, sociology, nursing, counseling, child welfare, political science, urban studies, education or a closely related field, and two years satisfactory full-time professional experience performing quantitative/qualitative statistical analysis in the evaluation of social service programs and/or operations, or utilizing statistical analysis in social service program-level planning. At least one year of this experience must have been in a supervisory, administrative, managerial or consultative capacity or related area; or

    A maximum of six semester credits from an accredited college in statistics and/or research methodologies may substitute for up to six months of the experience described in "1" above. However, all candidates must possess the one year of experience in a supervisory, administrative, managerial or consultative capacity, and at least an additional six months of full-time professional experience as described in “1" above.

    2. A baccalaureate degree from an accredited college or university in one of the fields listed in "1" above and three years of the full-time satisfactory professional experience described in "1" above, including at least one year of experience in a supervisory, administrative, managerial or consultative capacity or related area.

    A maximum of six semester credits from an accredited college in statistics and/or research methodologies may substitute for up to six months of the experience described in "1" above. However, all candidates must possess the one year of experience in a supervisory, administrative, managerial or consultative capacity, and at least an additional six months of full-time professional experience as described in “1" above.
