    The Division of Administration/Office of Technology Services has a vacancy. This job title has an assigned pay grade of TS-318. This position is located in the Administration Section. Req. 209626

     

    The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State’s investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.

     

    This position is within the Office of Technology Services (OTS), Administration division and is responsible for providing strategic consulting and direction in the areas of strategic planning, business analysis, and quality assurance. Supervision is received from an IT Statewide Director 3 or higher-level authority.

    Minimum Qualifications

    Seven years of experience in information technology, project management, business analysis or administrative services; OR

     

    Six years of full-time work experience in any field plus five years of experience in information technology, project management, business analysis or administrative services; OR

     

    An associate's degree in information technology plus five years of experience in information technology, project management, business analysis or administrative services; OR

     

    A bachelor's degree plus five years of experience in information technology, project management, business analysis or administrative services; OR

    A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology, project management, business analysis or administrative services; OR

    A master’s degree plus four years of experience in information technology, project management, business analysis or administrative services.

    EXPERIENCE SUBSTITUTION:

    Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

    NOTE:

    A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

    Job Duties and Other Information

    Job Duties:

    40% Business process/program analysis – Provides expert assistance to OTS in multiple program areas in the analysis and measurement of business processes and in assessing the value of technology in improving the measurement of these processes. Provides consultation, expertise, and guidance concerning effective use of systems and programs to translate relevant business data into meaningful performance measurement and impact assessment information. Uses specialized knowledge of departmental business processes to serve as a recognized technical resource for business process mapping and process improvement opportunities through technology use. Solicits feedback from users for periodical review of processes and suggests changes for improving processes on an ongoing basis.

     

    30% Strategic direction and planning – Collaborates with executive management to prepare OTS strategic plans, operational plans, and performance indicators; makes recommendations for long-range system plans. Evaluates the impact of new legislation, rules, regulations, and policies on the organization and statewide systems. Initiates and promotes judicious reporting solutions to agency executive management teams and legislative bodies. Directs/assists in the preparation of highly complex specialized reports.

    15% Administers the Louisiana State Census Data Center:

    Functions as the lead of the Louisiana State Census Data Center. Develops policies, programs, and guidelines for the statewide information network, distributes data resources, and coordinates and monitors activities of the 30-member statewide affiliate network.

     

    Provides data research and analysis, expertise, technical assistance, and consultation regarding Census Bureau products and programs as well as geographic information input to state departments, local agencies, and stakeholders. Assists stakeholders in the use of Census Bureau products. Maintains contact with state departments and local agencies to assist and advise on the effective use of economic and demographic data to: government agencies for program planning, disaster preparedness and relief, tax distributions, and grant applications; to market analysts and consultants planning to locate businesses within the state; to citizens and businesses seeking legal documentation; and to the state and national press for feature stories or reports.

     

    Performs statistical analysis utilizing demographic data to support the policy and programmatic needs of State organizations. Develops specialized demographic and economic information reports requested for state department program needs as well as public requests.

     

    Promotes Census Bureau products, programs, and services, assists with operational support as necessary and appropriate, provides updates to local stakeholders, and encourages the use of products and participation in censuses, surveys, and other programs. Serves as the premier local partner for Census surveys and programs, by participating in design, input and testing, and providing feedback to the Bureau on products, programs, technologies and services. Assists in developing Census Bureau programs and products.

     

    Plans and conducts statewide seminars, workshops, and conferences on analysis and use of data in policy decision making.

     

    Develops and manages the Louisiana State Census Data Center demographic information website.

     

    Creates news releases and demographic publications for dissemination on the Louisiana Census Information Listserv.

     

    10% Assists OTS in multiple program areas in the quality assurance analysis of existing IT support systems for business processes measurements and impact assessment evaluation. Recommends design improvements of such systems or processes for their more effective use.

     

    5% Performs all other tasks, special projects, analysis, studies, and plans as directed. May act as primary for any of the above mentioned job duties for OTS and/or backup for other OTS sections as needed.
