Position Summary:

The Affordable Housing Program Manager is a key leadership role responsible for the comprehensive management and oversight of Catholic Charities affordable housing program. This position ensures regulatory compliance, effective administration, and fiscal oversight of the housing program serving seniors, low-income individuals and families, and persons with disabilities. The Program Manager leads a dedicated team while overseeing the management of multiple rental properties. The ideal candidate will bring strong leadership, property management, and financial acumen, along with a deep commitment to housing equity and community well-being.

Key Responsibilities:

1. Lead Strategic Oversight of Affordable Housing Operations

+ Drive the success of multiple rental housing projects by managing budgets, optimizing financial performance, and ensuring long-term sustainability.

+ Ensure full compliance with HUD, Rural Development, MHFA, and other regulatory agencies through proactive oversight and timely response to inspections.

+ Spearhead capital improvement initiatives, from securing funding to supervising project execution, enhancing the quality and longevity of housing assets.

2. Inspire and Manage a High-Performing Team

+ Provide visionary leadership and day-to-day management for a dedicated team of affordable housing professionals.

+ Cultivate a collaborative, mission-driven culture through regular coaching, performance evaluations, and professional development.

+ Set clear goals, track performance metrics, and foster innovation to continuously improve program outcomes.

3. Direct On-the-Ground Property Management

+ Personally manage a portfolio of eight housing complexes (224 units), ensuring safe, well-maintained, and welcoming environments for residents.

+ Oversee tenant relations, maintenance operations, and vendor contracts to deliver exceptional service and satisfaction.

+ Ensure regulatory compliance and uphold high standards of property management excellence.

4. Safeguard and Optimize Housing Assets

+ Protect and enhance the organization’s physical assets through strategic maintenance, capital planning, and regulatory compliance.

+ Lead procurement and contract negotiations for major repairs and improvements, ensuring cost-effective and high-quality outcomes.

5. Champion Affordable Housing Development

+ Serve as a key liaison with public agencies and funding partners to explore and evaluate new housing opportunities.

+ Conduct feasibility assessments and present proposals to leadership and governing boards to expand the organization’s housing impact.

Requires a High School diploma and 5 years of related experience (working with MN Landlord/Tenant law). Experience working in YARDI and with HUD/RD is preferred
