    Job Description

    APPLICANTS MUST BE PERMANENT IN THE PRINCIPLE ADMINISTRATIVE ASSOCIATE CIVIL SERVICE TITLE

    Domestic Violence Services has the largest portfolio of temporary residential housing (shelter) for domestic violence survivors in the nation. ODV contracts with not-for-profit organizations offering supportive services for survivors of domestic violence and their children in emergency and transitional shelter and in the community. All programs provide a safe environment as well as trauma informed, client center and culturally responsive care, counseling, advocacy, and referrals for community-based services.

     

    In addition to emergency shelter, DVS works closely with community based-nonresidential domestic violence programs by providing funding and oversight to support their services to survivors including advocacy in seeking social services, housing, counseling immigration and legal services. DVS also supervises the Teen Relationship abuse Prevention Program (RAPP), a school-based primary prevention program focusing on healthy relationship skills building currently operating across NYC middle and high schools.

     

    Under the direct supervision of Eligibility Program Director, the Advent Eligibility Liaison will be responsible for providing support and instruction to DVS/ADVENT Eligibility Supervisors and liaise with FIA Benefit Access Centers to determine eligibility for public assistance for clients referred to the Domestic Violence Liaison Special Services Unit to ensure that eligibility for waivers under the Family Violence Option Act (FVO) are conducted for applicants reporting domestic violence. The Anti-Domestic Violence Eligibility Needs Team (ADVENT) is an extension of the Domestic Violence Liaison Unit as a specialized unit that addresses the needs of domestic violence survivors in emergency DV shelter who are on cash assistance or receiving public assistance benefits.

    DVS is recruiting for one (1) Principal Administrative Associate II to function as an ADVENT Eligibility Liaison, who will:

    - Monitor and maintain data that pertains to the activities of the subordinates, by personal observation and reviewing tracking mechanisms developed to ensure the DV Housing team meets lease deadlines. The position requires close analysis of reports and assignments to ensure staff are meeting standards and deadlines in accordance to state mandates and HRA protocol.

     

    - Execute actions/ approvals in Paperless Office System (POS) /CURRENT/ Welfare Management System (WMS); following eligibility requirements to approve subsidy, issue and/or approve single issue housing payments, recoup overpayments to LL and clients, provide oversight for subsidy renewal/ CA recertifications. Review actions entered by staff in the various electronic systems.

     

    - Liaise with public entities-LLs/advocates/DV shelters/colleagues in connected programs involved in the management of cases services for DV Clients. Providing info and updates to these entities only when authorized by the client.

     

    - Collaborate with DVL/ADVENT social service team to ensure service pass off between needs indicated during assessments/reassessments in the maintenance of an active PA case, and all issues clients are entitled with their active case.

     

    - Assign and review work submitted by subordinates ensuring that agency and state guidelines are followed. Recommendation of appropriate follow up for submitted work- assignments are required to be timely, accurate, and relevant to the task. Analyze housing trends/ systems issues / LL complaints/ training requests from housing providers/clients and staff to identify trends, patterns, and potential areas for improvement in workflow processing.

     

    Salary Range: $59,715 – $68,672

     

    Work Location: Various - 4 World Trade Center, New York, NY

     

    Hours/Schedule: 9-5 flex

    Qualifications

    1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or

    2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or

    3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;

    4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
